c. Certification and signature pursuant to G2.D and notification of any changes <br /> to authorization pursuant to G2.C. <br /> E. REPORTING FOR SMALL LOADERS <br /> 1. No later than March 31, 2026 each Permittee listed in Table 11 must submit an <br /> Optimization Report documenting optimization and the adaptive management <br /> used at their WWTP. The reporting period for this report will be from January 1, <br /> 2022 through December 31, 2025. <br /> 2. Permittees must submit the Nitrogen Optimization Report electronically using <br /> Ecology's Water Quality Permitting Portal (WQWebPortal) available on Ecology's <br /> website, unless otherwise directed by Ecology. <br /> 3. The electronic report documenting the optimization for Permittees listed in <br /> Table 11 must include the following: <br /> a. Submittal of the Optimization Report form as provided by Ecology pursuant <br /> to S6.B, describing the status of the requirements of this Permit during the <br /> reporting period. <br /> b. Attachments to the Optimization Report including summaries, descriptions, <br /> reports and other information as required, or as applicable, to meet the <br /> requirements of this Permit during the reporting period, or as a required <br /> submittal. Refer to Appendix E for Optimization Report questions. <br /> c. Certification and signature pursuant to G2.D and notification of any changes <br /> to authorization pursuant to G2.C. <br /> F. RECORDS RETENTION <br /> The Permittee must retain records of all monitoring information (field notes, sampling <br /> results, etc.), optimization documents submitted with the annual or one-time report, <br /> and any other documentation of compliance with permit requirements for a minimum <br /> of five years following the termination of permit coverage. Such information must <br /> include all calibration and maintenance records, and records of all data used to <br /> complete the application for this permit. This period of retention must be extended <br /> during the course of any unresolved litigation regarding the discharge of pollutants by <br /> the Permittee or when requested by Ecology. <br /> G. NONCOMPLIANCE NOTIFICATION <br /> In the event the Permittee is unable to comply with any of the terms and conditions of <br /> this permit which may cause a threat to human health or the environment, including <br /> threats resulting from unanticipated bypass or upset, or does not comply with the <br /> narrative effluent requirements, the Permittee must: <br /> Puget Sound Nutrient General Permit Page 45 <br />
