PROCUREMENT <br /> EVE RETT DECLARATION OF EMERGENCY <br /> WASHINGTON EMERGENCY PURCHASE JUSTIFICATION <br /> Purchases Above $10,000 <br /> An emergency purchase is defined as: <br /> A purchase in response to unforeseen circumstances, beyond the control of the City of Everett which <br /> A. presents a real, immediate threat to the proper performance of essential functions or <br /> B. will likely result in material loss or damage to property, bodily injury,or loss of life if immediate action is not <br /> taken. <br /> All emergency purchases shall follow the City of Everett Standard Procurement Policy&Federal Emergency Contracting <br /> Policy Section 9.6. <br /> I REQUEST THAT THE REFERENCED PURCHASE BE DECLARED AN EMERGENCY PURCHASE. <br /> Emergency Date:12/24/2021(Collision Date) Emergency Time: 2:35am(Collision Time) <br /> Location of Emergency: Evergreen Way and 92"d St SW <br /> Proposed supplier name and address:Fastest Electrical Traffic Signal Estimated cost of goods or services: <br /> Contractor $25,000 <br /> This is an emergency purchase because(Check all that apply): • <br /> ® Unforeseen circumstances beyond the control of City of Everett. <br /> ® Represents a real,immediate threat to the proper performance of essential functions. <br /> ® Delay of award will likely result in loss or damage to property,bodily injury,or loss of life if immediate action is <br /> not taken. <br /> LI Other— <br /> Describe the emergency. The electrical service cabinet and foundation were damaged beyond <br /> repair due to a vehicle crash. The traffic signal has no power and <br /> cannot operate until a new foundation and electrical service cabinet • <br /> are installed. Until the power can be restored to the traffic signal at <br /> Evergreen Way and 92nd St SW, the intersection will be under stop <br /> control or street closure with detour. The dark signal presents are <br /> real and immediate threat to the proper performance of the <br /> intersection and the essential function of the traffic signal and likely <br /> will result in the damage of property, or bodily injury, if immediate <br /> action is not taken. Leaving a seven-lane arterial intersection <br /> without traffic signal control results in the opportunity for pedestrian <br /> and vehicular collisions. This increases the City's liability as well as <br /> the potential for bodily injury and damage to property. Work must be <br /> done immediately to minimize impact. <br /> What caused the emergency A vehicle crashed into the electrical service cabinet and foundation <br /> situation to arise? December 24th at 2:35pm damaging both beyond repair <br /> Describe the response to situation. Traffic signal maintenance crew inspected the damage and turned off <br /> For example,what did staff and/or power. Stop signs were deployed at the intersection that is currently <br /> supplier do? operating as an all way stop. A traffic detour has been designed and <br /> will be implemented soon to allow the intersection to be operated <br /> without stop signs on Evergreen Way.
