} <br /> Letter of Understanding <br /> Between <br /> the City of Everett and IAFF Local #46 <br /> COVID-19 <br /> This LETTER OF UNDERSTANDING(LOU),between IAFF Local 46 and the City of <br /> Everett is entered into by and between the parties to address the impacts related to COVID-19. <br /> Background <br /> Due to the ever changing and emergent nature of the COVID-19 pandemic the City of Everett <br /> (City)and IAFF Local 46 (Union)have agreed to temporary changes in specific directives, <br /> policies,and portions of applicable collective bargaining agreements. The primary responsibility <br /> of the City and Local 46 members is to provide high level services to the citizens we <br /> serve. These temporary emergent changes were agreed upon to meet the needs of our citizens <br /> and to keep the employees of the Department safe and healthy. <br /> } <br /> Agreement <br /> 1. If an employee tests positive for COVID-19,in accordance with Washington State LNT <br /> rules,it will be presumed that the employee contracted the virus from an on-the-job(OTJ) <br /> exposure. Employees that wish to file a claim will be required to fill out the appropriate <br /> Washington State Labor&Industries Report of Industrial Injury or Occupational Disease <br /> paperwork with the City's third party administrator and contact the Department Health and <br /> Safety Officer(HSO)for further direction. <br /> 2. If an employee is placed on quarantine by the department for exposure to COVID-19,the <br /> Employee will be placed on paid Administrative Leave until the employee's quarantine <br /> period is over, or the employee becomes symptomatic and at that point the Employee will <br /> file for L&I Claim and the normal L&I process will be followed. <br /> 3. Employees who are quarantined or isolated by order of a Public Health Agency shall be <br /> placed on Paid Administrative Leave until the Public Health Agency has ended the • <br /> quarantine or isolation period for that employee. In addition,no employee shall return to <br /> work from a quarantine or isolation period unless they have been symptom free for at least <br /> 72 hours. • <br /> 4. All employees shall undergo a symptom-check for COVID-19 symptoms upon entering <br /> Department facilities.The symptom-check procedure and criteria shall be mutually agreed <br /> upon by the Union and the City. The symptom-check procedure and criteria may be <br /> updated upon mutual agreement between the City and Union. Twenty-four-hour shift <br /> employees shall undergo a symptom-check approximately every 12 hours of continuous <br /> work, Forty-hour or day shift personnel shall undergo a symptom-check approximately <br /> every four hours of continuous work. Checks will remain confidential. <br />
