Port of Everett Combined Sewer Main Improvements Environmental Support Landau Associates <br /> observations of excavation sidewalls and field screening observations of excavated soil (including <br /> visual,olfactory,and sheen)will be documented in daily field reports.These daily field reports will be <br /> reviewed prior to transmission to the City on a weekly basis. <br /> LAI will also collect and submit waste characterization soil samples for laboratory analysis to support <br /> development of a waste disposal profile with an appropriate disposal facility;as selected by the City's <br /> construction contractor.Waste characterization soil samples will be collected for a total of two <br /> profiles, which are anticipated to be a geotechnically unsuitable soil profile and potentially <br /> contaminated soil (as determined by field screening and/or characterization sampling) profile.Three <br /> samples will be collected for each initial profiling and three additional as-needed samples per profile <br /> will be collected as excavation continues.Selection of waste characterization soil analysis will be <br /> based on prior waste profiling experience at the K-C Site and is anticipated to include diesel-and oil- <br /> range total petroleum hydrocarbons(TPH-D,TPH-0); benzene,toluene, ethylbenzene,and xylenes <br /> (BTEX);semivolatile organic compounds(SVOCs); metals (Resource Conservation and Recovery Act <br /> [RCRA] 8 Metals plus copper and zinc), polychlorinated biphenyls(PCBs),and sulfate. Up to two <br /> follow-up samples will also be analyzed for toxicity characteristic leaching procedure(TCLP) metals, if <br /> needed. Estimated costs assume laboratory analysis will be requested with an accelerated 5-day <br /> turnaround time. Following receipt of analytical data, LAI will assist the City prepare waste profile <br /> applications. <br /> LAI also has budgeted for supporting the City if additional unanticipated hazardous materials are <br /> encountered during excavation that warrant additional coordination with Ecology,soil <br /> characterization and profiling, or observation. Up to 16 hours at both the Senior Associate and Senior <br /> Staff billing titles, and laboratory costs for analysis of an additional five samples are included in the <br /> estimated cost for this purpose. <br /> Task 014. Reporting <br /> This task includes preparation of a construction completion report that documents observations <br /> collected during excavation,a summary of laboratory analytical results, documentation of soil <br /> exported from the site for disposal, and a description of unanticipated conditions or hazardous <br /> materials encountered during the project and any additional actions taken. LAI assumes a moderate <br /> level of effort will be necessary for preparation of this report and assumes preparation of a City- <br /> review draft and final version of the report. <br /> Task 015. Project Management <br /> Project management includes project setup and closure, contracting, budget tracking, and <br /> coordination/communication with the City.This task also includes internal coordination of the project <br /> consisting of staffing,subcontracting,field equipment/materials billing tracking,and management of <br /> project documentation. <br /> January 19,2022 3 <br />
