separate dwelling unit without required permits and approvals. This structure now <br />contains a kitchen, bathroom, laundry and two bedrooms. The current owner purchased <br />the property in July 2017 and the only alteration she is said to have performed is the <br />replacement of a new water heater in the "shop" structure. <br />The unpermitted alterations of the structures are violations of International <br />Residential Code (IRC) 111105.1 which reads: <br />IRC R105.1 Required, <br />Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br />move, demolish or change the occupancy of a building or structure, or to erect, <br />install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br />mechanical or plumbing system, the installation of which is regulated by this code, <br />or to cause any such work to be done, shall first make application to the building <br />official and obtain the required permit, <br />The unpermitted alteration renders the accessory structure Unlawful as defined by the <br />International Property Maintenance Code (IPMC) 108.1.4, in violation of IPMC <br />106.1, which read: <br />IPMC 108.1.4 Unlawful structure, <br />An unlawful structure is one found in whole or in part to be occupied by more <br />persons than permitted under this code, or was erected, altered or occupied <br />contrary to law. <br />IPMC 106,1 Unlawful acts <br />It shall be unlawful for a person, firm or corporation to be in conflict with or in <br />violation of any of the provisions of this code. <br />S. Corrective Action, Deadline <br />If the respondent completes the following corrective actions by the date listed <br />below, and is not a repeat violator, the respondent may enter into an agreed <br />order as described in Section 7 below. <br />a) The accessory structure is currently vacant and must remain vacant until and <br />unless such occupancy is approved by the City of Everett. <br />b) The Respondent shall apply for and obtain all of the necessary and required <br />permits to bring the structure into compliance with the Everett Municipal <br />Code. They must then, correct and complete and have inspected and <br />approved, all of the deficiencies, that are present within the structure and <br />have the work inspected and approved, by the Everett City building Division. <br />Corrective action must be completed by April 24, 2018 <br />Everett Police Department, Code Enforcement Unit • 3002 Wetmore Ave •.
