The drainage system for the North Building parking lot is shown with the majority of the <br /> parking lot draining to a connection to the stormwater system in 13th St However, the <br /> original Port of Everett stormwater design identified this area draining to either 14th St. <br /> or Seiner Drive. The storm drainage pipe system in 13th St. does not connect to the <br /> treatment facility constructed by the Port for this site. The parking lot conveyance system <br /> should be redesigned to connect to the 14th Street system as intended in the approved Port <br /> design. Update any plan and profile sheets as necessary. <br /> b. The conveyance calculations included in Appendix E appear to be based on the King <br /> County methodology for the Rational Method. The analysis should be performed using <br /> the methodology outlined in Section 4-3.1 of the City's Design and Construction <br /> Development Standards and Specifications (DCSS),which includes intensity coefficients <br /> specific to the Everett area. <br /> c. The backwater calculations included in Appendix E are based on the 25 year water surface <br /> elevations calculated by the Port of Everett for their street drainage system pipe sizing. <br /> The analysis should also be run using the water surface elevations from the Port's 100 <br /> year backwater analysis and the 100 year flows from the site. In the 100 year analysis a <br /> limited amount of surface flooding is acceptable as defined in Section 4-2.2(3) of the <br /> DCSS manual. Due to the methodology used in the Port's design the 100 year hydraulic <br /> grade line is likely to be more representative of the actual conditions in large storm events. <br /> d. Turn in a copy of the C-SWPPP that you have turned in to Ecology for the Construction <br /> General Stormwater Permit. The Cement Deep Soil Mixing report should be referenced <br /> in the C-SWPPP. <br /> 3. The Planning Department is conducting a separate review of the landscape plans. You will receive <br /> a separate correction letter, if required, from this project's Planner, John Jimerson.
