• <br /> INTRODUCTION <br /> This report summarizes the results of GeoEngineers' geotechnical engineering services for the proposed <br /> Waterfront Place Apartments project located at the Port of Everett in Everett, Washington. The project <br /> consists of two four-story buildings and are separated by 14th Street.The development to the north occupies <br /> parcels A3,A4,and A10 and the site is bounded by Port Gardner Way(13th Street)to the north,West Marine <br /> View Drive to the east, 14th Street to the south,and Seiner Drive to the west.The development to the south <br /> occupies parcels A5,A9,and A13 and the site is bounded by 14th Street to the north,West Marine View to <br /> the east,and Seiner Drive to the south and west.The site is shown relative to surrounding physical features <br /> on Figure 1,Vicinity Map and Figure 2, Site Plan. <br /> The purpose of this report is to provide geotechnical engineering conclusions and recommendations for the <br /> design of the new development.GeoEngineers' geotechnical engineering services have been completed in <br /> general accordance with our services agreements executed September 1, 2016 and consist of: <br /> • reviewing available reports and studies for the site and surrounding area available from our files; <br /> ■ completing four borings, 21 cone penetration tests (CPTs) and perform laboratory tests to evaluate <br /> subsurface conditions; <br /> • providing International Building Code (IBC) 2015 seismic design criteria; <br /> • providing ground improvement and foundation recommendations, site development, temporary <br /> construction dewatering and permanent drainage of foundations and below-grade wall <br /> recommendations; <br /> ■ providing geotechnical recommendations for site improvements, utilities, and pavement/hardscape; <br /> a preparing a preliminary report; and <br /> a preparing a final report. <br /> PROJECT DESCRIPTION <br /> SeaLevel Properties plans to develop parcels A3,A4,A5,A9,A10,and A13 at the Port of Everett located at <br /> 1016 14th Street in Everett, Washington. We understand that current design concepts consist of two <br /> multi-family apartment buildings constructed at-grade with four levels above grade and associated <br /> surface parking to the east of the buildings. At this time, the buildings will consist entirely of wood-frame <br /> construction. Based on discussions with the project team,we understand that the project team has elected <br /> to use ground improvement with shallow foundations to support the proposed apartment buildings. <br /> The Port of Everett will be completing civil improvements consisting of utilities, roadway, curb and gutter, <br /> and sidewalks in advance of the proposed development.The improvements will need to be protected from <br /> adverse impacts from ground improvement operations. <br /> • <br /> GEOENGINEERS� May 31,2017 ' Page 1 <br /> File No.22360-003-00 <br />
