• Subsurface Soil Conditions <br /> GeoEngineers' understanding of subsurface conditions is based on completion of four borings, 21 CPTs <br /> and a review of existing geotechnical information for the site and its vicinity.The approximate locations of <br /> the previous explorations and the explorations completed as part of this study are presented in Figure 2. <br /> The subsurface soil conditions encountered at the site generally consist of fill, recent deposits,and glacially <br /> consolidated soils. <br /> • The fill was encountered immediately below the crushed rock base course surfacing that was present <br /> on much of the two sites.The fill generally consists of loose to very loose sand with variable silt content <br /> and extended to depths of up to 26/feet. Interbedded soft silt layers were encountered within the fill. <br /> Wood debris ranging in size and consistency from sawdust to timber logs were encountered to depths <br /> of up to 26/ feet. We understand that the wood debris is likely from historic mill and shipyard <br /> operations adjacent to parcel Nos. A3, A4, and A10. Shell fragments were also consistently <br /> encountered throughout the fill between approximately 5 and 25 feet below existing site grades. We <br /> understand that the shell fragments are likely a result of dredging that was completed during <br /> construction of the port. <br /> • The recent deposits were encountered below the fill and generally consist of medium dense sand with <br /> variable sand and gravel content.Significant wood debris was not encountered in the recent deposits. <br /> The recent deposits are interpreted to be beach deposits and are not interpreted as glacially <br /> consolidated soils. <br /> ■ The glacially consolidated soils were encountered below the recent deposits and generally consisted <br /> of dense to very dense sand with variable silt and gravel content and extended to the depths explored. <br /> Glacially consolidated soils are considered competent bearing soils. The average depth to glacially <br /> consolidated soils below the proposed buildings is approximately 31 feet. <br /> Groundwater Conditions <br /> Groundwater conditions were observed during our field explorations.The design groundwater elevation is <br /> interpreted to be at approximate Elevation 101 feet (MLLW) or approximate Elevation 8 feet (NAVD88). <br /> The groundwater at the site is interpreted to be hydraulically connected to the Puget Sound to the west and <br /> will likely fluctuate over time. <br /> Bulkhead <br /> An existing bulkhead wall is located to the west of the proposed improvements and is shown in Figure 2. <br /> Based on review of the Port of Everett Central Marina Improvements Phase 2 plan documents (Reid <br /> Middleton 2015),we understand that the average height of the bulkhead wall is approximately 20 feet and <br /> is designed for the 200-year seismic event per IBC 2012.Additionally,a new bulkhead is being constructed <br /> adjacent to Parcel Nos.A6 and A7.We understand that this bulkhead has been designed for the 2,475-year <br /> seismic event per IBC 2012. <br /> CONCLUSIONS AND RECOMMENDATIONS <br /> • GeoEngineers geotechnical engineering conclusions and recommendations are provided in the following <br /> sections of this report. <br /> GEOENGINEERS� May31,2017 ` Page3 <br /> File No.22360-003-00 <br />
