The drainage system for the North Building parking lot is shown with the majority of the parking lot <br /> draining to a connection to the stormwater system in 13th St. However,the original Port of Everett <br /> stormwater design identified this area draining to either 14th St. or Seiner Drive. The storm <br /> drainage pipe system in 13th St. does not connect to the treatment facility constructed by the Port <br /> for this site. The parking lot conveyance system should be redesigned to connect to the 14th Street <br /> system as intended in the approved Port design. Update any plan and profile sheets as necessary. <br /> Response:The north parking lot conveyance system has been redesigned to connect to the 14th Street <br /> system.See sheet C3.01 for more detail. <br /> b. The conveyance calculations included in Appendix E appear to be based on the King County <br /> methodology for the Rational Method. The analysis should be performed using the methodology <br /> outlined in Section 4-3.1 of the City's Design and Construction Development Standards and <br /> Specifications (DCSS), which includes intensity coefficients specific to the Everett area. <br /> Response:The conveyance calculations provided in Appendix E have been redone per the methodology <br /> outlined in Section 4-3.1 of the City's Design and Construction Development Standards and Specifications. <br /> See Appendix E of the TIR for more information. <br /> c. The backwater calculations included in Appendix E are based on the 25 year water surface <br /> elevations calculated by the Port of Everett for their street drainage system pipe sizing.The analysis <br /> should also be run using the water surface elevations from the Port's 100 year backwater analysis <br /> and the 100 year flows from the site. In the 100 year analysis a limited amount of surface flooding <br /> is acceptable as defined in Section 4-2.2(3) of the DCSS manual. Due to the methodology used in <br /> the Port's design the 100 year hydraulic grade line is likely to be more representative of the actual <br /> conditions in large storm events. <br /> Response:Backwater calculations for the 25-year and 100-year flows have been re-calculated as <br /> requested to confirm that volumes are contained within the proposed conveyance system.For the <br /> complete Backwater analysis see Appendix E of the T►R. <br /> d. Turn in a copy of the C-SWPPP that you have turned in to Ecology for the Construction General <br /> Stormwater Permit.
