1.0 INTRODUCTION
Wetland Resources, Inc. (WRI) performed a site investigation on May 14, 2021, to locate and
evaluate jurisdictional wetlands, streams, and fish and wildlife habitat conservation areas on and
in the vicinity of the property located at 10632 Rosewood Avenue in Everett, Washington. The
site consists of one parcel (Snohomish County tax parcel number 00552300500101). The Public
Land Survey System (PLSS) locator for the site is Section 23, Township 28N, Range 04E, W.M.
The parcel is situated within the Swamp Creek sub-basin of the Cedar-Sammamish Watershed,
Water Resources Inventory Area(WRIA) 8.
The purpose of this report is to describe wetland, stream, and fish and wildlife habitat
conservation area conditions on and in the vicinity of the subject site and to provide a habitat
assessment in accordance with the requirements of the City of Everett Municipal Code.
Identification and assessment of other critical areas are outside the scope of this report.
2.0 SITE DESCRIPTION
The 0.34-acre site is developed with a single-family residence (manufactured home), detached
garage, and a shed. A gravel driveway provides access from Rosewood Avenue and extends
along the south side of the existing home to the shed. There is a concrete parking pad in front of
the garage. A manmade ditch occurs along Rosewood Avenue and receives stormwater input
from a culvert under the road from the east. The culvert conveys water from a roadside ditch
east of Rosewood Avenue. The on-site ditch directs water a short distance south along the west
side of the road and then to the west along the southern property boundary and enters a 6-inch
pipe. No water was observed in the ditch at the time of the site investigation. It appears that this
ditch only conveys water during and immediately following rain events.
Vegetation on the property consists primarily of maintained lawn and landscaping. Topography
of the site slopes slightly to the south with less than 5 feet of elevation change across the property.
Surrounding land use consists of dense residential development with a small, forested open space
approximately 100 feet northwest of the property.
No wetlands or streams were identified on the subject property. A tributary to Swamp Creek
(Stream A) is located approximately 30 feet southwest of the property. It is classified as a Type F
stream. Pursuant to EMC 19.37.170, Type F streams with buffers that are unvegetated, sparsely
vegetated, or vegetated with invasive species receive 150-foot standard buffers.
Lucas Property-10632 Rosewood Ave 1 Critical Area Report&Habitat Assessment
WRI#21150 May 19,2021
