ORDINANCE NO. 3253-12 <br /> An Ordinance Amending the Comprehensive Plan <br /> and Rezoning the Property Located at West Mukilteo <br /> Boulevard and Sound Avenue,Amending Ordinance <br /> No.2021-94 and 1671-89,As Amended <br /> WHEREAS,the City of Everett adopted a Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS,the City of Everett adopted the 10 year update to the Comprehensive Plan, in <br /> conformance with the Washington Growth Management Act on March 30, 2007; and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2010-2011 annual comprehensive plan amendment <br /> process in July, 2010, which included consideration of Land Use Map amendments,rezone <br /> applications and text changes initiated by property owners and the City; and <br /> WHEREAS,the Everett Planning Commission sponsored a docket application to rezone a site <br /> located at West Mukilteo Boulevard and Sound Avenue from B-1 (Community Business)to P <br /> (Park); and <br /> WHEREAS,the Everett Planning Commission held a public hearing on the request on <br /> November 16, 2010, at which time the Commission heard and considered public testimony, staff <br /> presentations,and considered the various aspects of the proposal; and <br /> WHEREAS,at the public hearing the Director of the City Parks Department,Paul Kaftanski, <br /> stated the reason for the requested P (Park/Public Open Space) zone is to allow for expansion of <br /> the existing Edgewater Park,which is adjacent to and east of the existing Edgewater Park site; <br /> and <br /> WHEREAS, at the November 16, 2010,public hearing, after taking into consideration public <br /> and staff input,the Planning Commission voted to recommend to City Council that the <br /> Comprehensive Plan amendment and rezone be approved; and <br /> - 1 - <br />
