February 16, 2022 <br /> The regular meeting of the Everett City Council was called to order at 6:30 p.m., <br /> February 15, 2022, by President Stonecipher. <br /> Upon roll call, it was found that Mayor Franklin and Council Members Tuohy, <br /> Vogeli, Rhyne, Schwab, Zarlingo, Fosse, and President Stonecipher were present. <br /> Council Member Tuohy led the Pledge of Allegiance. <br /> On behalf of the City Council, Council Member Zarlingo acknowledged the original <br /> inhabitants of this place, the sduhub people and their successors, the Tulalip <br /> Tribes. <br /> APPROVAL OF MINUTES <br /> The minutes of January 28, 2022, were approved as printed. <br /> The minutes of February 9, 2022, were approved as printed, except Council <br /> Member Vogeli and President Stonecipher, who abstained. <br /> MAYOR <br /> Mayor Franklin had no comments. <br /> COUNCIL <br /> Council Member Vogeli mentioned a Resolution regarding Project Labor <br /> Agreements (PLAs), which includes a threshold of $5M to be considered for city <br /> projects. She stated that with ARPA and Infrastructure funds coming soon, she <br /> wants more city projects to be able to employ workers that receive guaranteed <br /> living wages and benefits and provide apprenticeship programs to train individuals <br /> for future projects. She requested that the Legal department draft an ordinance <br /> to lower the Project Labor Agreements (PLA) threshold to $1M and include <br /> language for either an apprenticeship program or a community workforce <br /> agreement (CWA). <br /> 1 <br />
