• <br /> Exhibit A <br /> ENGINEERING.PLANNING.ENVIRONMENTAL SCIENCES <br /> SCOPE OF WORK <br /> City of Everett <br /> US 2/1-5 Interchange Planning Study <br /> INTRODUCTION <br /> The City of Everett(City) is located at a critical hub within the State of Washington,where international freight <br /> corridors coincide with a burgeoning smart growth initiative by the City and Snohomish County.The Port of <br /> Everett(Port) handles freight from all over the world and is dependent on the interstate freeway and statewide <br /> highway system for delivery of goods.The City has also undertaken a campaign to improve active transportation <br /> connections,support and encourage the expansion of Sound Transit service,and expand downtown land use to <br /> include more mixed-use development.This study will outline how possible improvements in the travelshed can <br /> help the City achieve its growth targets,while providing the accessibility and livability that encourage businesses <br /> to invest, and people to live and work there. <br /> In addition to advancing the City's goals, integrating off-corridor multimodal ideas with potential I-5/US 2 <br /> interchange improvements will allow the results of this study to be integrated with the Washington State <br /> Department of Transportation's(WSDOT's) US 2 West Trestle project. It will also help inform the planning <br /> strategy for the I-5 corridor,in which WSDOT has also been coordinating with the local jurisdictions and agencies <br /> along the corridor from Marysville to Tumwaterto identify projects that could be implemented to gain safety, <br /> mobility,and reliability benefits without expanding lane capacity. If other options are not effective at meeting the <br /> travel needs for the region,capacity improvements will be considered. In order to make the analysis for this <br /> project forward-compatible with WSDOT's efforts,the team will use evaluation and outreach methods that are <br /> consistent with those currently used for the state Access Revision Report(ARR)and the federal Planning and <br /> Environmental Linkage(PEL) analysis. <br /> GENERAL ASSUMPTIONS <br /> • The duration for this project is assumed to be 18 months from notice to proceed (NTP). <br /> • Client review periods are assumed to be 10 working days unless otherwise noted in the scope. <br /> • The Client will resolve comment conflicts and consolidate all comments prior to sharing with the <br /> Consultant. <br /> • Travel to/from meetings located in Everett is assumed to be one hour each direction. <br /> • All deliverables will be electronic unless otherwise noted in the scope. <br /> Where applicable, information relevant to future ARR and PEL compliance will be collected and presented <br /> in formats compatible with those analyses. <br /> TASK 01 — PROJECT MANAGEMENT <br /> The objective of this task is to provide overall project management of the consultant contract with CLIENT. <br /> This task includes general management functions that include the following: <br /> 5541844828 <br /> City of Everett July 2021 <br /> US 2/1-5 Interchange Study 1 <br />
