Meetings will be up to one hour in duration and <br /> up to three Consultants will attend. <br /> Deliverables <br /> • Preliminary Issues and Needs Technical Memorandum <br /> • Draft Issues and Needs Technical Memorandum <br /> • Final Issues and Needs Technical Memorandum <br /> TASK 5—ALTERNATIVES DEVELOPMENT AND EVALUATION <br /> The Consultant will work with the Client and Support Team to develop various solutions that meet the needs <br /> outlined in Task 4. <br /> Subtask 05-01 —Traffic Operations <br /> Evaluate the various alternatives. Describe the methods used to evaluate the various modes. Active <br /> transportation,SOV, HOV(includes vanpools),transit,freight. <br /> Traffic <br /> Approach <br /> Modal traffic volumes will be estimated for up to 15 alternatives developed for the level 1 screening. Traffic <br /> volumes will be estimated for each of the modes using the methodology outlined in Task 3. <br /> Motorized modes of travel(SOV,HOV,Vanpools,transit and freight)will be evaluated using a progressively more <br /> detailed modeling approach that coincides with the screening process described in subtask 05-04.The level of <br /> detail applies both to the type of model used and the metrics being used to screen the alternatives. <br /> As outlined in Task 05-04—Screening,the first-level screening will be primarily qualitative, but the DTA model will <br /> be used to provide quantitative data for the freeway system,and Synchro will be used to provide quantitative <br /> data for the local arterial system.As improvements are developed to address needs at various locations and for <br /> various modes,the Consultant will coordinate with the city to group the proposed improvements into <br /> alternatives.Traffic operations for the various modes in these alternatives will be evaluated using the DTA and <br /> Synchro models in addition to any qualitative metrics the team develops.Safety will be primarily qualitative for <br /> the first-level screening, but could include information about conflicting volume flows. <br /> The second-level screening will consist of more quantitative data, and the VISSIM model will be used to evaluate <br /> the alternatives that pass the first level screening and make refinements.VISSIM provides a comprehensive <br /> evaluation of the interaction between the local arterial roadways and the freeway network,as well as the <br /> interaction between the various modes,which will allow the project team to understand the array of benefits and <br /> impacts to each of the travel modes with each alternative.
