SCOPE OF WORK(continued)
Deliverables
• Future No-Build Transportation/transit Inventory Map
• Draft and Final transportation no-build section of the report
Environmental
Approach
After the Future No-Build transportation network has been identified, the Consultant will review the
Environmental Baseline Technical Memo to identify how future projects in the area will affect the baseline
environmental conditions. The Environmental Scan Technical Memo will then be updated accordingly.
Assumptions
• No fieldwork or meetings will be required for this task.
• The Future No-Build transportation network will not result in substantial changes to existing
environmental conditions.
Deliverables
• Updated Environmental Baseline Technical Memorandum and mapping
TASK 4- ISSUES AND NEEDS
Approach
The Consultant will use information collected from the US 2 West Trestle, Marine View Drive to SR 529 project,SR
526 Improvements Project, City of Everett Comprehensive Plan, and Port of Everett expansion plans to outline a
preliminary set of Issues and Needs associated with the interchange area. Issue and needs will be identified by
year of occurrence as is available from the existing data. This technical memorandum will provide graphic
illustrations to highlight where the issues and needs are located. It is assumed that GIS data from the City and
State will be used to develop GIS basemaps. Data included in all of the available reports extends to the year 2040,
so some updates might be required after the year 2050 models are completed and new issues could be identified.
The preliminary Issues and Needs technical memorandum will be shared with the Client for review/comment and
revision prior to sharing with the Support Team. It is expected that additional comments and questions from the
Support Team will require a round of edits to the Issue and Needs Technical Memorandum. These edits will not
be completed until the year 2050 analysis is complete and the Draft Issues and Needs Technical Memorandum is
updated to account for comments/questions and to include any new issues and needs.
The Draft Issues and Needs Technical Memorandum will be shared with the Client for review/comment prior to
sharing with the Support Team. New issues and needs will be highlighted in the Draft version and a comment
response sheet will be shared with the Support Team. After sharing the Draft Issues and Needs Technical
Memorandum with the Support Team there will be one final round of edits.
A Final Issues and Needs Technical Memorandum will serve as a guide for the team to develop alternatives under
Task 5.
5541844828
City of Everett July 2021
Us 2/I-5 Interchange Planning Study 21
