SCOPE OF WORK(continued) <br /> alternatives will be identified based on the results of the active transportation demand map,identified gaps and <br /> needs as well as the development of other modal alternatives. <br /> The consultant will analyze the performance of up to 10 active transportation alternatives using spatial analysis. <br /> The active transportation alternatives to be evaluated will be identified by determining which active <br /> transportation alternatives meet the need of this project. It is likely that more than 10 alternatives will be <br /> identified during this process but many of these may be projects that are best evaluated outside of the US 2/1-5 <br /> Interchange Planning Study because they do not specifically meet the need.This information will support the <br /> Screening in Task 05-04.The consultant will analyze both pedestrian level of service(PLOS)and bicycle level of <br /> traffic stress(BLTS) of the alternatives to establish the relative performance of different active transportation <br /> alternatives.The BLTS analysis will be completed for roadway segments.The PLOS will be completed for both <br /> roadway segments and intersections. Both the PLOS and BLTS will report level of service on a 4-point scale,with 1 <br /> indicating low stress facilities and a 4 indicating high stress facilities. <br /> Assumptions <br /> • Up to 10 active transportation alternatives will be evaluated in the first level screening <br /> • Up to 5 active transportation alternatives will be evaluated in the second level screening <br /> • Only conceptual level engineering with be completed <br /> Deliverables <br /> • Draft and Final Active Transportation section of the final report <br /> Subtask 5-02—Design <br /> Approach <br /> The Consultant will develop planning study roadway layouts in support of the Alternatives Development and <br /> Evaluation. <br /> The planning study roadway layouts will take into consideration horizontal and vertical roadway geometry, <br /> roadside safety, maintenance of traffic, and construction phasing,and will provide an appropriate level of detail <br /> ,to establish approximate environmental impacts and support an opinion of cost. Planning study roadway layouts <br /> will include edge to edge roadway limits over GIS maps to illustrate level of impact to social,natural environment, <br /> and existing right of way. <br /> Other planning level design considerations will include stormwater, utility,and structural design elements. <br /> Stormwater design considerations may include the identification of drainage needs in accordance with the <br /> appropriate standards. Drainage needs and stormwater management concepts,which may include flow control <br /> and water quality treatment, will be evaluated at a planning level for up to two(2)alternatives in support of the <br /> Preferred Alternative Selection Screening to support estimating overall alternative impacts and costs, including <br /> potential right-of-way acquisitions that may be required for stormwater facilities. <br /> The Consultant will analyze existing utility information gathered in Task 3 and identify any major potential utility <br /> relocations.
