• SECTION 2: That the costs and expenses of such improve- ment, includins all necessary incidental expenses, except the cost of the work to be performed by the City of Everett as set forth in Section 1, shall be borne b : and assessed asainst the aroperty included in the assessment district herein created in accordance with the special benefits derived from the improve- ment without regard to the zone and termini method of spreading assessments. The City shall not be liable in any manner for any of the remaining costs and expenses of the improvement except as provided by Chapter 141, Session Laws of 1923 or acts amendatory thereto and the ordinances of the City of Everett. SECTION 3: That there is hereby established a local imorovement district to be known as "Local Im)rovement District No. ", whichidistrict shall include the following described property located in Everett, Snohomish County, Wash- ington: Fraction of Lots C, 9, 10 and 11; Fraction of Lot 23, Lots 24 to 2C, inc. ; Fraction of Lots 29, 30 and 31, Lots 32 to 48, inc . ; also a Fraction of tract marked "Park" adjacent to Lot 48 lying west of the west property line of Crown Drive and south of a line 90 ft. north of and parallel to the north property line of North Park Drive, all in Harbor View Addition to Everett. SECTION 4: That a special fund is hereby created to be known as "Local Improvement Fund No. 6 2 ", which shall con- sist in the aggregate of the several amounts levied, assessed and collected on the several lots, tracts and parcels of land in said local improvement district and the proceeds of the sale of bonds in said district for the purpose of defraying the costs and expenses of such improvement and the contribution by the City of Everett. Out of said funds shall be paid the bonds, the interest thereon and the entire costs of such improvement. SECTION 5 : The costs and expenses of such improvement shall be defrayed by special assessment payable in ten (10) equal annual installments with interest thereon at the rate of four percent (43) per annum, under the mode of payment by bonds as provided by law and the ordinances of the City of Everett. Bonds bearing interest at the rate of four percent (4 ) per annum payable on or before twelve (12) years from date of issue, shall be issued in payment of the costs and expenses of such improvement, or the City of Everett may, at its election, sell said bonds and make payment in cash in the manner provided by the ordinances of said city.
