or owner of such building, structure, lot or parcel of real property, <br /> the Commissioner of Public Works or his duly authorized representa- <br /> tive shall cause such connection to be made by a licensed contractor <br /> and file a statement of the cost thereof with the City Clerk, and <br /> thereupon a warrant against the Sewer Fund in the amount of such <br /> cost shall be issued by the City Treasurer under the direction of <br /> the City Commissioners, payable to the licensed contractor employed <br /> to make such connection. The amount of such warrant, together with <br /> a penalty of ten per cent (10%) thereof, and together with the amount <br /> of any connection charge fixed by ordinance of the city, plus interest <br /> at the rate of eight per cent (8%) per annum upon the total amount <br /> of such cost, charge and penalty, shall be assessed against the pro- <br /> perty upon which the said building, structure, pools, ditches, water <br /> courses, or waste water pipes are situated, and shall become a lien <br /> thereon superior to all other liens or encumbrances except those for <br /> general taxes and special assessments . Such total amount when collected <br /> shall be paid into the City Sewer Revenue Fund. <br /> Such liens may be foreclosed by the city in the manner pro- <br /> vided by law for the enforcement of the same and for delinquent sewer- <br /> age charges. As an additional and concurrent method of enforcing the <br /> lien herein provided, the city may cut off the water service from the <br /> premises to which such sewage disposal service was furnished, and <br /> such water service shall remain cut off until all such charges, plus <br /> penalties and interest thereon, together with an additional sum of <br /> $2.00 for turning the water on, shall have been paid. <br /> Section 23 . REPAIR OF DRAINS. When any private drain <br /> pipe connected with any public sewer or drain becomes obstructed, <br /> broken, or out of order, the Inspector of Sewers and Plumbing shall, <br /> if the owner, agent or tenant of such premises fails to repair the <br /> same after two days' notice so to do, cause such drain pipe to be <br /> 16. <br />
