removed, reconstructed, repaired, altered or cleaned out as he may <br /> deem expedient, at the expense of the owner, agent or occupant of <br /> such premises as aforesaid, and shall be a lien against the property <br /> as provided in Section 22 hereof and shall be collected in the manner <br /> provided in Section 22 of this ordinance. <br /> Section 24. DUTIES OF OFFICERS. It shall be the duty of <br /> the police of the city, or any employee of said city, in all cases <br /> where they may find any person or persons engaged in the work of <br /> breaking ground for the purpose of making connections with the public <br /> sewers or drains of the city, to ascertain at once if such person or <br /> persons are duly licensed to perform such work, and in the event of <br /> such person not being duly licensed, or not having a permit, to order <br /> them to desist under penalty of arrest for violation of this ordinance, <br /> and immediately report the fact to the Inspector of Sewers and Plumb- <br /> ing. <br /> Section 25. LICENSEE TO NOTIFY THE CITY CLERK. No person <br /> licensed under this ordinance shall allow his name to be used by any <br /> other person or firm, either for the purpose of obtaining a permit or <br /> for doing the work under the license, and every person licensed shall <br /> have his name and place of business recorded in the office of the <br /> City Clerk, and shall immediately notify said City Clerk of any change <br /> of his address. <br /> Section 26. MATTER EXCLUDED FROM ALL SEWERS. Sewage, waste, <br /> or any matter having the following characteristics shall, under no con- <br /> ditions, be discharged into, be placed where they might find their way <br /> into, or be allowed to run, leak, or escape into any part of the Sewer <br /> System. <br /> (a) Ashes, cinders, glass, sand, earth, gravel, coal, gar- <br /> bage, rubbish, filth, dead animals or any matter which is chemically <br /> or physically stable for at least five days at twenty degrees <br /> 17 . <br />
