Section 2. CONNECTION, HOW UNLAWFUL. It shall be unlaw- <br /> ful for any person or persons to make any connection with, or in any <br /> manner obstruct, interfere with, alter or repair any sewer or drain- <br /> age piping within the corporate limits of the City of Everett, except <br /> as hereinafter provided. <br /> Section 3 . WHAT TO BE CONNECTED. Every dwelling house, <br /> hotel, apartment, tenement house, factory, store or other building <br /> in which plumbing arrangements have been, or are to be placed, hard <br /> surfaced parking lots and like areas shall be connected to the public <br /> sewer as required in this ordinance, when such public sewer is pro- <br /> vided within three hundred feet (300' ) of the property line of the <br /> premises on which such buildings or areas are located and, when such <br /> public sewer is not provided, such building and/or areas shall be <br /> connected to a septic disposal system, meeting all requirements of <br /> the City of Everett. <br /> Section 4. NO CESSPOOL, ETC., TO BE CONNECTED WITH SEWER. <br /> No person or persons or corporation shall connect any open gutters, <br /> cesspools, private vaults or cisterns with any public sewer or with <br /> any private sewer or drain connecting with the public sewer, nor <br /> shall any opening whatsoever into such public sewer or into any <br /> private sewer or drain connecting with the public sewer be made or <br /> be permitted to be made except for sinks, water closets, or baths, <br /> or temporary catch basins made necessary in case of excavations for <br /> building purposes, or for drainage of swails and low lots. Provided, <br /> however, that all laundries, livery stables, packing houses, restau- <br /> rants and butcher shops now connected or which may hereafter be con- <br /> nected with any public sewer shall be provided with a permanent catch <br /> basin with the capacity of at least one hundred gallons, and all catch <br /> basins placed under buildings must have a back water valve placed in <br /> 3. <br />
