NO CONNECTIONS WITHOUT PERMIT, AND THEN ONLY <br /> TO LICENSED CONTRACTOR. No person shall connect with or open or <br /> penetrate any public sewer, side sewer or drain for any purpose what- <br /> soever without first obtaining a permit in writing from the City En- <br /> gineer as provided in this ordinance, and no person other than a <br /> licensed person as herein provided shall be granted such permit ex- <br /> cept as hereinafter provided. <br /> No person shall extend, repair or alter any side sewer, <br /> lateral or drain beyond the limits for which the permit has been <br /> issued, provided no permit will be required for the removal of ob- <br /> structions in a side sewer line when the same can be removed through <br /> a cleanout installed for that purpose. <br /> A bona fide owner of any building, structure, lot or parcel <br /> granted a permit to alter or repair any side <br /> maybe <br /> of real property <br /> being <br /> ert line without <br /> sewer or drain within the limits of his prop y <br /> licensed, provided all work shall be done in accordance with the <br /> provisions of this ordinance. <br /> Section 6 . WHO MAY MAKE CONNECTIONS. Persons skilled in <br /> the drainage of houses and other premises and in the construction of <br /> sewers may be licensed to connect private drains with public sewers <br /> and to make repairs in such connection under the conditions prescribed <br /> in this ordinance. <br /> Section 7 . APPLICATION, QUALIFICATIONS FOR, AND TERM OF <br /> LICENSE.
