waste pipe to prevent overflowing in case of stoppage of sewer, and must also be properly trapped and vented. Section 5. NO CONNECTIONS WITHOUT PERMIT, AND THEN ONLY TO LICENSED CONTRACTOR. No person shall connect with or open or penetrate any public sewer, side sewer or drain for any purpose what- soever without first obtaining a permit in writing from the City En- gineer as provided in this ordinance, and no person other than a licensed person as herein provided shall be granted such permit ex- cept as hereinafter provided. No person shall extend, repair or alter any side sewer, lateral or drain beyond the limits for which the permit has been issued, provided no permit will be required for the removal of ob- structions in a side sewer line when the same can be removed through a cleanout installed for that purpose. A bona fide owner of any building, structure, lot or parcel granted a permit to alter or repair any side maybe of real property being ert line without sewer or drain within the limits of his prop y licensed, provided all work shall be done in accordance with the provisions of this ordinance. Section 6 . WHO MAY MAKE CONNECTIONS. Persons skilled in the drainage of houses and other premises and in the construction of sewers may be licensed to connect private drains with public sewers and to make repairs in such connection under the conditions prescribed in this ordinance. Section 7 . APPLICATION, QUALIFICATIONS FOR, AND TERM OF LICENSE.
