approval thereon and the permit shall be issued. If, upon investi- gation of said plan, the City Engineer shall find that the same does not conform to the requirements of this ordinance, he shall withhold his approval, and it shall be unlawful to construct said drain or to connect, either directly or indirectly, with any sewer. Section 12. ALL WORK SUBJECT TO INSPECTION AND APPROVAL OF INSPECTOR OF SEWERS AND PLUMBING. All work done in pursuance of any permit granted as heretofore prescribed, whether on original con- struction or for repair, shall be under the inspection and subject to the approval and acceptance of the Inspector of Sewers and Plumbing. The grade, materials, size of pipe, and manner of construction of any sewer or drain built under permit shall be subject to the approval or rejection of said inspector, and any licensed sewer contractor who shall refuse to modify, remove, replace or complete any portion of the work when so instructed by said inspector shall by such re- fusal forfeit his license, and the persons making such connection, or their successors in interest, shall have no right to claim any damages in consequence of such permission being revoked or annulled. Section 13 . CONNECTIONS, HOW MADE. All connections with public sewers or drains shall be made in a workmanlike manner, to the "Y" connection of standpipe or main, or even with the inside surface of the sewer when permission has been granted by the City Engineer to tap. Side sewer lateral connections to manholes shall be made at the manhole base, and laterals having an elevation at the manhole of three feet (3' ) or more above the base elevation shall be made by drop connection approved by the City Engineer. Where connecting "Y" has not been left, or in case the inspector may deem best the person making connection shall remove a joint of the sewer pipe and insert in its place a "Y" properly placed and securely cemented, before 7 .
