with necessary appurtenances; by such grading or regrading as
<br /> may be necessary and doing such other work as may be necessary
<br /> in connection therewith to make a complete improvement. The City
<br /> of Everett will remove the existing road surfacing and do all
<br /> necessary excavation and backfilling in order to prepare the road
<br /> for the asphaltic concrete pavement, all in accordance with plans
<br /> to be prepared by the City Engineer. All according to the plans
<br /> and specifications of the City Engineer and which plans and
<br /> specifications are hereby adopted and approved.
<br /> Section 2: That the costs and expenses of such improvement,
<br /> including all necessary incidental expenses, except the expenses
<br /> incurred by the City of Everett in removal of existing road
<br /> surfacing and necessary excavation and backfilling in order to
<br /> prepare the road for asphaltic concrete pavement, shall be
<br /> borne by and assessed against the property included in the assess-
<br /> ment district herein created in accordance with the special
<br /> 1 benefits conferred thereon without regard to the zone and termini
<br /> method of spreading assessments. The City of Everett shall be
<br /> liable for the expenses incurred in removal of existing road
<br /> surfacing and doing all necessary excavation and backfilling in
<br /> order to prepare the road for asphaltic concrete pavement. The
<br /> City of Everett shall not be liable in any manner for any of the
<br /> remaining costs and expenses of the improvement except as pro-
<br /> vided by Chapter 141, Session laws of 1923 or acts amendatory
<br /> thereto and the ordinances of the City of Everett.
<br /> Section 3: That there is hereby established a local im-
<br /> provement district to be known as "Local Improvement District
<br /> No. 656 ", which district shall include the following
<br /> described property located in Everett, Snohomish County, Washing-
<br /> ton, to-wit:
<br /> Unplatted tracts of land bounded on the west by a line
<br /> one-half the distance between the west line of Alverson
<br /> Blvd. and the east line of Norton Ave. , on the north
<br /> by the south line of Lot 1, Blk. 133, Bayview Addition
<br /> to Everett, and on the east by the west line of
<br /> Alverson Blvd. and on the south by the south line of
<br /> 6th St. produced westerly to an intersection with a
<br /> line half the distance between the west line of
<br /> Alverson Blvd. and the east line of Norton Ave.
<br /> Fractions of Lots 1 to 8, incl. Blk. 133, Bayview Add.
<br /> to Everett.
<br /> Lots 1, 2, 3, 4+, 5 and fractions of Lots 6 and 7,
