+ s • • ORDINANCE NO. ,: (1 AN ORDINANCE of the City of Everett, Washington, specifying and adopting a plan for the ac- quisition, construction and installation of certain additions and improvements to and extensions of the system of sewerage of the city, declaring the estimated cost thereof, authorizing the issuance of not to exceed $2,500,000 of sewer revenue bonds of the city to provide funds to pay part of such cost, ratifying and confirming the call for bids to acquire, construct and install a certain part of such additions, improvements and extensions, and declaring an emergency. WHEREAS, the City of Everett, Washington, now owns, main- tains and operates a system of sewerage which does not have any sewage treatment facility, which empties raw and untreated sewage into the Snohomish River and the waters of Puget Sound, which is not city-wide, and which is inadequate to properly collect, treat and dispose of all of the sewage produced within the city; and WHEREAS, the public health, welfare and safety are being endangered by the inadequacy of such system of sewerage and the lack of sewage treatment facilities; and WHEREAS, it is hereby found necessary that certain addi- tions and improvements to and extensions of such system of sewerage, including sewage treatment facilities, be acquired, constructed and installed for the proper and efficient operation of a system of sanitary sewage disposal and treatment; and WHEREAS, in order to pay part of the cost of acquiring, constructing and installing the same it is deemed necessary and advisable that the city issue and sell its eewer revenue bonds in the principal sum of not to exceed $2,500,000; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. The following plan for the acquisition, con- struction and installation of additions and improvements to and extensions of the system of sewerage of the city is hereby specified and adopted, to-wit:
