All cement used in laying sewers must <br /> be mixed in proportion of not less than 2 of fine sand <br /> and 1 of good cement and all joints must be properly <br /> cemented. All persons laying sewers must clean all of <br /> the cement out of the sewers with a swab. Whenever a <br /> combined dsewer is available, all down spouts shall be <br /> connected to that sewer in a manner approved by the <br /> City Engineer or his duly authorized representatives . <br /> Not more than one building shall be connected to a side <br /> sewer, except by permission of the City Engineer. In <br /> all cases where there are houses on separate lots, <br /> they must be connected separately to the main sewer, <br /> whether such lots are owned by the same person or by <br /> different persons. If two houses are situated on the <br /> same lot, one connection to the main sewer may be <br /> permitted if approved by the City Engineer. <br /> Any one single family residence shall be connected with <br /> not less than 4" diameter pipe from the property line <br /> to the building or premises to be connected and any <br /> multiple dwelling, industrial or commercial building <br /> or sroup of two single family residences shall be <br /> connected from the property line to the building or <br /> premises with not less than 6" diameter pipe. <br /> All vaults or privies shall be disinfected and filled <br /> with fresh earth and all septic tanks, cesspools and <br /> similar installations shall be disinfected and filled <br /> with fresh earth at the time of the discontinuance of <br /> the use thereof. <br /> Before any side sewer may be located on any building <br /> site, other than that owned by the owner of the side <br /> sewer, the owner of the side sewer shall secure from <br /> the owner of said building site a written easement, <br /> duly acknowledged, covering and granting the right to <br /> occupy such property for such purpose and such written <br /> easement shall by the owner of the sewer be recorded <br /> in the office of the County Auditor before the City <br /> Engineer shall issue a permit authorizing the laying <br /> of the side sewer in any building site other than the <br /> one served by it. The owner shall exhibit to the City <br /> Engineer the recording number of the easement when <br /> required to do so. <br /> Where physical conditions render compliance with the <br /> foregoing provisions impracticable, the City Engineer <br /> may issue a special permit for installation of the <br /> side sewer requiring compliance with said provisions <br /> insofar as is reasonably possible and such permit <br /> shall be issued only upon the condition that the per- <br /> mitee shall record with the County Auditor an instrument <br /> acceptable to the City Engineer agreeing to save harm- <br /> less and indemnify the City of Everett from any damage <br /> or injury resulting from such installation. <br /> Cleanouts shall be placed in every house sewer at the <br /> junction with the soil pipe at the building, at the <br /> junction with the main line sewer and at intervals of <br /> not to exceed one hundred (100' ) feet in straight runs . <br /> Every change in alignment or grade in excess of 22 ° <br /> in a house sewer shall be served by a cleanout, except <br />
