ORDINANCE NO. 3639 AN ORDINANCE amending Ordinance No. 3527 of the City of Everett, entitled : "An Ordinance relating to the regulation of traffic on the public streets of the City of Everett.; providing for the regulation and control of parking meters; establishing and defining parking meter zones; requiring the deposit of coins in parking meters by the parking of cars adjacent thereto in parking meter zones; providing penalties for the violation of the provisions of this ordinance; designating the Parking Meter Department under the jurisdiction of the Com- missioner of Finance; declaring an emergency to exist and repealing Ordinance No. 2951. " by adding a new section thereto, designated as Section 17, authorizing service parking within the metered zones by use of parking meter hoods . NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1 : That Ordinance No . 3527 of the City of Everett be amended by adding thereto a new section, entitled Section 17, which reads as follows : Section 17 : The Commissioner of Public Safety is authorized to issue a permitfbr "service parking" , which term means use of parking meter space while rendering service in cleaning, painting, adjusting or making minor repairs or replacements in or to buildings or building equipment or to public utilities in the vicinity of the service parking space, upon the following conditions-: A. Application shall be, made to the Commissioner of Public Safety on a form provided by the Police Depart- ment. The applicant shall set forth the applicant ' s business and the necessity for such permit. The Police Department shall investigate the facts and report thereon to said Commissioner of Public Safety. B. If it appears that a necessity exists, said Commissioner of Public Safety may authorize the issuance of such permit upon payment of the fees and under the conditions hereinafter prescribed. C. Upon issuance of the permit the permittee shall be issued a hood to use in covering any parking meter. As many hoods may be issued upon payment of the prescribed fee as the Commissioner of Public Safety deems necessary or convenient for the applicant. The hood shall be pro- vided with a padlock and a key and also with an identifi- cation card attached with a blank space thereon. D. Upon entering any space available the permittee shall place the hood, over the meter and lock same and shall indicate in such blank space the exact place where the service work is being rendered. -1- •
