• ORDINANCE NO. - -- AN ORDINANCE OF THE CITY OF EVERETT, WASHINGTON, providing for the issuance and sale of $650,000 of general obligation bonds of the city for the purpose of providing funds necessary to con- struct, install and make certain improvements to the streets and avenues within the City of Everett, as more specifically provided in Ordinance No . 3571 of the city and as approved by the qualified electors thereof at a special election held therein on November 6, 1956; fix- ing the date, form, terms and maturities of said bonds; providing for unlimited annual tax levies to pay the principal thereof and interest thereon; creating a Construction Fund; creating a fund for the payment of such principal and interest; and declaring an emergency. WHEREAS, pursuant to Ordinance No. 3571 of the City of Everett, adopted September 25, 1956, a special election was held within the city on November 6, 1956 for the submission to the quali- fied electors thereof of a proposition of whether or not the city should issue its unlimited tax levy general obligation bonds in the principal sum of $650,000 for the purpose of providing funds to make certain capital improvements to certain existing and proposed main travelled streets, roads and avenues within the City of Everett; and WHEREAS, at said election the number and proportion of the qualified electors of the city required by law for the adoption thereof voted in favor of said proposition; and WHEREAS, in order to take advantage of coming good weather conditions and lower costs of labor and materials it is deemed nec- essary and to the best interest of the city and its inhabitants that said bonds be issued and sold as soon as possible to provide the funds necessary to carry out said plan of improvements;
