OFF-STREET PARKING REQUIREMENTS : { Off-street parking shall be provided as specified under Sec. 17. • Section 3 : That Section 21 of Ordinance No. 3572 of the City of Everett is hereby amended to read as follows : Section 21. AMENDMENTS By subsequent Ordinances and after due notice and public hearing, the Council may amend, supplement, change, or modify this Ordinance or any part thereof upon the recommendation of or with the concurrance of the Planning Commission. Amend- ments may be initiated in the following manner: 1 By motion of the Council or Planning Commission. (2) By the filing with the Planning Commission of a petition of owner of property within the City and within the area to be rezoned, which petition shall be on a standard form prescribed by the Planning Commission, and shall be accompanied by a receipt for a fee of $15 .00, payable to the City Treasurer and deposited to the credit of the City. No part of the fee shall be returnable . The Planning Commission shall hold a public hearing on .any such petition, notice of which hearing and of the pro- posed amendment shall be given by publication in the official newspaper of the City at least seven days before the date of such hearing. A petition for a change in azone classification or zone • boundary line shall have the signatures of not less than 51% of the owners of property lying within the area to be rezoned and the signatures of not less than 51% of the owners of property lying within 200 ft. of the area to be zoned. In recommending the adoption of any proposed amendment or in concurring With the. Council on any proposed amendment, the Planning Commission shall fully state its reasons at the public hearing before the Council, describing any change in conditions that it believes makes the amendment advisable and specifically setting forth the manner in which the ` Planning Commission is of the opinion that the amendment is in harmony with a comprehensive plan of land use for the town. Before adopting any amendment, the Council shall adopt a resolution setting forth the findings upon which it deter- mines such amendment to be required by the public interest in the furtherance of the purposes set forth in Section 2 of this Ordinance .
