Section 20: STREET DEPARTMENT There shall be the following named officers and assistants in the Street Department, to-wit: One Superintendent; one Clerk; one Auto Repairman; one Asst. Auto Repairman; three Foremen; seven Truck Drivers; one Crusherman; two Heavy Equipment Operators; two Bulldozer Operators; two Gradermen; two Sweepermen; one Flusherman (night) ; one or more Utility Laborers; one or more Day Laborers. Said officers, assistants and employees shall perform the duties pertaining to such office as indicated by the name of their respective employments, and such other duties as the Superintendent of Streets or Commissioner of Public Works shall, from time to time, authorize and direct. Section 21: WATER DEPARTMENT There shall be the following named officers, assistants and employees in the Water Department of the City of Everett, to-wit: One Superintendent; one Assistant Superintendent; one General Foreman; one Distribution System Foreman; one Clerk; one Accountant; four Water Control Station Operators; one Headworks Operator; one Senior Engineering Aide; one Engineering Aide; one or more Foremen; two Welders; one Blacksmith; one Inspector; one Assistant Inspector; five Heavy Equipment Operators; one Machinist; one Auto Repairman; one Assistant Auto Repairman; one Serviceman; one Serviceman's Helper; two Meter Repairmen; one Carpenter; one or more Utility Laborers; one Senior Engineer; one Junior Engineer; one or more Day Laborers; four Radio Technicians (part time) ; one Basin Patrolman. The Superintendent shall be in general charge and have supervision of the Water Department. The other officers, assistants and employees shall perform such duties as pertain to the nature of their office and as authorized and directed by the Superintendent of the Water System and Commissioner of Public Works. Section 22: It is the purpose of this Ordinance to fix the number of and description of the permanent assistants, deputies and employees in the various offices of the City of Everett, and nothing herein contained shall be construed so as to prevent the various officers and various heads of the departments of the City of Everett from employing, with the consent of the City Council, such additional employees, as, from time to time, may be necessary in the proper discharge of the duties of such officers, or from discontinuing such temporary or part time employees when the necessity therefor has ceased to exist. Section 23: The appointment of all employees in all departments, where required by the City Charter, shall be subject to Civil Service regulations of the City of Everett, provided in event vacancies occur and there is no eligibility list from which said vacancy may be filled, temporary appointment may be made of persons without Civil Service standing. The Stenographer in the City Attorney Department shall be appointed by the City Attorney. The Special City Attorney shall be appointed by the City Council. -5-
