SECTION 1. SHORT TITLE This ordinance shall be known as the Comprehensive Zoning Ordinance of the City of Everett. SECTION 2. PURPOSE AND SCOPE There is hereby established a comprehensive zoning plan for the City of Everett, which plan is set forth in the text, schedule, and nap that constitutes this Ordinance, and U:n .ch shall remain on file in the office of the City Clerk. The plan is adopted for tie purposes set forth in Section 7, Chapter 44 of the Laws of Washington for the year 1f13.5, and more particularly, for the public health, safety, morals, and general wel- l::... 11110,. The provisions of this Ordinance are designed to guide and regulate the future growth of Everett in accordance with a comprehensive land use plan ; to provide adequate lf.gh , privacy, air and convenience of access, to secure safety from fire and other dangers; to prevent overcrowding of land and to avoid undue concentration of popula- tion in order to lessen congestion in the streets; and facilitate adequate provision of transportation, water, sewerage, schools, parks and other public requirements. `.There this ordinance imposes a greater restriction upon the use of buildings or pre- :rises or upon the height of buildings or lot coverage, or requires greater lot areas, or larger yards, or other open spaces than are imposed or required by other existing provisions of law or ordinance or by other existing rules, regulations, or permits or by private restrictions, the provisions of this ordinance shall control. SECTION 3. DEFINITIONS 2or the purpose of this ordinance, certain terms and words are hereby defined. When not inconsistent with the context, words used in the present tense shall include the future; the singular number shall include the plural, and the plural the singular; and the word "shall" is mandatory and not merely per Missive.
