ORDINANCE NO. 3546 <br /> AN ORDINANCE regulating the cnnstruction, operation and <br /> maintenance of public and private sewers, plumbing and drainage, <br /> and providing for the making of connections therewith; compell- <br /> ing connection to public sewers and fixing liens and prescribing <br /> penalties for the violation thereof; and repealing all ordin- <br /> ances and parts of ordinances in conflict herewith. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: CONNECTION, HOW UNLAWFUL <br /> It shall be unlawful for any person or persons to make <br /> any connection with, or in any manner obstruct, interfere with, <br /> alter or repair any sewer or drainage piping within the <br /> corporate limits of the City of Everett, except as hereinafter <br /> provided. <br /> Section 2: WHAT TO BE CONNECTED <br /> Every dwelling house, hotel, apartment, tenement house, <br /> factory, store or other building in which plumbing arrangements <br /> have been, or are to be placed, hard surfaced parking lots and <br /> like areas shall be connected to the public sewer as required in <br /> this ordinance, when such public sewer is provided within three <br /> hundred feet (300' ) of the property line of the premises on whic <br /> such buildings or areas are located and, when such public sewer <br /> is not provided, such building and/or areas shall be connected <br /> to a septic disposal system, meeting all requirements of the <br /> City of Everett. <br /> Section 3: CITY ENGINEER TO COMPEL CONNECTION <br /> AND LTFN FOR COSTS <br /> The Commissioner of Public Work, the City Engineer or <br /> such other person as the Commissioner shall appoint, are hereby <br /> empowered, and is hereby made their duty to compel the owners or <br /> the occupant of any lot or parcel of real property, the property <br /> line of which is located within 300 feet of a public sewer, to <br /> cause to be connected to such public sewer a sufficient sewer <br /> or drain pipe from all buildings and structures located thereon <br /> used for human occupancy or for use for any other purpose, pro- <br /> vided, further, that said officers are hereby empowered and it i- <br /> hereby their duty to compel the owners or occupants of any lot <br /> or parcel of real property upon which pools, ditches, water <br /> courses or waste water pipes are located, which are used as a <br /> receptacle or for drainage purposes, the property line of which <br /> is located within 300 feet of a combined or storm sewer, to <br /> cause to be connected a sufficient sewer or drain pipe from said <br /> pools, ditches, water courses or waste water pipes to said sewer. <br /> Provided, however, that it shall be unlawful for any person or <br /> persons or corporation to make or attempt to make more than one <br /> (1) connection to one "Y" or to make more than one (1) such <br /> connection to any one standpipe and no "Y" or standpipe which <br /> already has one such connection shall be considered as an access •le <br /> point in such sewer as the term is herein used, and provided <br /> further, that no connection shall be made through the top of any <br /> standpipe. <br /> Any person who shall fail to comply with the orders of <br /> the Commissioner of Public Works or his duly authorized <br /> representative as provided in this section shall be guilty of a <br /> violation of this ordinance. <br /> If any such connection herein required shall not be made <br /> within thirty (30) days after written notice from the Commission' <br /> of Public Works or his duly authorized representative to the <br />
