• occupant or owner of such building, structure, lot or parcel of <br /> real property, the Commissioner of Public Works or his duly <br /> authorized representative shall cause such connection to be made <br /> by a licensed contractor and file a statement of the cost thereof <br /> with the City Clerk, and thereupon a warrant against the Sewer <br /> Fund in the amount of such cost shall be issued by the City <br /> Treasurer under the direction of the City Commissioners, payable <br /> to the licensed contractor employed to make such connection. <br /> The amount of such warrant, together with a _:penalty of ten per- <br /> cent (10%) thereof, plus interest at the rate of eight percent <br /> (8%) per annum upon the total amount of such cost and penalty, <br /> shall be assessed against the property upon which the said build- <br /> ing, structure, pools, ditches, water courses, or waste water <br /> pipes are situated, and shall become a lien thereon as herein <br /> provided. Such total amount when collected shall be paid into <br /> the City Sewer Revenue Fund. <br /> Section 4: ENGINEER TO PRESCRIBE CONDITION <br /> BACK WATER VALVE REQUIRED <br /> Whenever a situation exists involving an unusual danger <br /> of"backup" the City Engineer may prescribe a minimum elevation <br /> at which the house drain may be discharged to the public sewer. <br /> Drains or sewers below such minimum elevation shall be lifted by <br /> artificial means. It shall be unlawful for any person to connect <br /> any basement with a City sewer without installing a backwater <br /> valve at the outlet. The effective operation of the backwater <br /> valve shall be the responsibility of the owner of the sewer or <br /> drain. <br /> Section 5: MATERIALS TO BE USED <br /> The materials used in the construction of private sewers <br /> or drain pipes must be substantially like that used in the public <br /> sewer with which the connection is made, and no public or private <br /> sewer constructed with any cement or any tile sewer pipe shall <br /> be allowed under any buildings if such pipe is used to connect <br /> any plumbing fixtures, or used as a conductor of sewerage. The <br /> building sewer shall be cast iron soil pipe, vitrified clay <br /> sewer pipe, portland cement concrete sewer pipe, or pipe made <br /> of other suitable material approved by the City Engineer or his <br /> authorized representatives. The specifications for all pipe <br /> used shall be approved by the City Engineer or his authorized <br /> representative before such material is used. All joints shall be <br /> tight and water proof. <br /> Section 6: REPAIR OF DRAINS <br /> When any private drain pipe connected with any public <br /> sewer or drain becomes obstructed, broken, or out of order, the <br /> Inspector of Sewers and Plumbing shall, if the owner, agent or <br /> tenant of such premises fails to repair the same after two days <br /> notice so to do, cause such drain-pipe to be removed, re-con- <br /> structed, repaired, altered or cleaned out as he may deem <br /> expedient, at the expense of the owner, agent or occupant of such <br /> premises as aforesaid, and hhall be a lien against the property <br /> as provided in Section 3 hereof and shall be collected in the <br /> manner provided in Section 3 of this ordinance. <br /> Section 7: NO CESSPOOL, ETC. , TO BE CONNECTED <br /> WITH SEWER <br /> No person or persons or corporation shall connect any <br /> open gutters, cesspools, private vaults or cisterns with any <br /> public sewer or with any private sewer or drain connecting with <br /> the public sewer, nor shall any opening whatsoever into such <br /> public sewer or into any private sewer or drain connecting with <br /> the public sewer be made or be permitted to be made except for <br /> sinks, water closets, or baths, or temporary catch basins made <br /> -2- <br />
