Section 16:, PLANS TO BE FILED AND APPROVED <br /> BY THE CITY ENGINEER <br /> Before any such permit is granted a plan of the proposed <br /> connections shall be made and presented to the office of the <br /> City Engineer. Said plan shall show the course of the drain from <br /> the connection with the sewer to its terminus within the house, <br /> with the location of all branches, traps and cleanouts to be <br /> connected therewith. If said plan be oorrect the City Engineer <br /> shall endorse his approval thereon and the permit shall be <br /> issued. If, upon investigation of said plan, the City Engineer <br /> shall find that the same does not conform to the requirements <br /> of this ordinance, he shall withhold his approval, and it shall <br /> be unlawful to construct said drain or to connect, either <br /> directly or indirectly, with any sewer. <br /> Section 17: ALL WORK SUBJECT TO INSPECTION AND <br /> APPROVAL OF INSPECTOR OF SEWERS AND <br /> PLUMBING <br /> All work done in pursuance of any permit granted as here- <br /> tofore prescribed, whether on original construction or for <br /> repair, shall be under the inspection and subject to the approval <br /> and acceptance of the Inspector of Sewers and Plumbing. The <br /> grade, materials, size of pipe, and manner of construction of <br /> any sewer or drain built under permit shall be subject to the <br /> approval or rejection of said inspector, and any licensed sewer <br /> contractor who shall refuse to modify, remove, replace or com- <br /> plete any portion of the work when so instructed by said <br /> inspector shall by such refusal forfeit his license, and the <br /> persons making such connection, or their successors in interest, <br /> shall have no right to claim any damages in consequence of such <br /> permission being revoked or annulled. <br /> Section 18: CONNECTIONS, HOW MADE <br /> All connections with public sewers or drains shall be <br /> made in a workmanlike manner, to the "Y" connection of standpipe <br /> or main, or even with the inside surface of the sewer when per- <br /> mission has been granted by the City Engineer to tap. Side <br /> sewer lateral connections to manholes shall be made at the man- <br /> hole base, and laterals having an elevation at the manhole of <br /> three feet (3' ) or more above the base elevation shall be made by <br /> drop connection approved by the City Engineer. Where connecting <br /> "Y" has not been left, or in case the inspector may deem best the <br /> person making connection shall remove a joint of the sewer pipe <br /> and insert in its place a "Y" properly placed and securely <br /> cemented, before making connections therewith, and where a "Y" <br /> has been left the connection shall be made without damaging or <br /> breaking the same. All excavations made in any street or alley <br /> shall be protected and guarded by said contractor, both by day <br /> and night, with the proper display of signals and lights, and <br /> the said contractor shall be responsible upon his bond for all <br /> accidents caused by negligence in this respect. The street must <br /> be opened and the paving or planking and earth deposited in a <br /> manner that will occasion the least inconvenience to the public, <br /> and to provide for a free passage along the gutter. One half of <br /> the street must be kept clear for the passage of vehicles, and <br /> bridgeways must be provided on sidewalks for foot passengers. <br /> In refilling the trench the earth must be deposited in layers of <br /> not more than six inches (6") in depth and must be well rammed. <br /> Puddling or water flooding for consolidating the backfill may be <br /> used only if approved by the City Engineer. In clay soil the <br /> addition of water shall be limited only 'to that needed for in <br /> -5- <br />
