Washington State Highway #1-I, also known as Mukilteo Boulevard, from a point 150 yards west of the Everett Fire Department Station No. 4 as measured along the north line of said highway to the inter- section of the south boundary of the city limits of the City of Everett and said State Highway 7r1-I. (2) Twenty (20) miles per hour in traversing any intersection where the operator' s view is obstructed; Provided, except as otherwise provided in this section, this provision shall not apply to operators upon arterial highways. An operator' s view shall be deemed to be obstructed when at any time during the last one hundred (100) feet of his approach to an intersection he does not have a clear and uninterrupted view of such intersection and of all public highways entering such intersection for a distance of one hundred (100) feet along the center line of each thereof. (3) Twenty (20) miles per hour in traveling upon an arterial highway and traversing an intersection with another public highway, not an arterial highway, and the operator or another vehicle about to enter the inter- section of such arterial highway thereat, shall have brought his vehicle to a complete stop as required by law before entering such arterial highway. (4) Twenty (20) miles per hour through any business district, when such business district is so sign posted at the extremities thereof. (5) Twenty (20) miles per hour in curves or corners when the driver' s view is obstructed within a distance of one hundred (100) feet along such highway in the direction of progress. (6) Twenty (20) miles per hour when passing any schoolhouse on school days, or school or public play- ground between the hours of 8:00 o ' clock a.m. and 5:00 o 'clock p.m. , or when crossing any marked school crossing during such hours. (7) Fifteen (15) miles per hour in any alley, unless a lower speed is specified by signs posted in such alley. (8) Twenty-five (25) miles per hour within the corporate limits of the City of Everett, except as herein provided. (c) Compliance with such speeds under the circum- stances hereinabove set forth shall not relieve the operator of any vehicle from the further exercise of due care and caution as further circumstances shall require. The unlawful operation of a vehicle in excess of the maximum speeds provided in this section at the point of operation and under the circumstances described shall be prima facie evidence of the operation of a motor vehicle in a reckless manner by the operator thereof.
