4 * Section 3: Parking meters installed in the parking meter zones-Hereby established shall be placed upon the curb adjacent to the individual parking places hereinafter described. Each park- ing meter shall be placed or set in such manner as to show or dis- play by a signal that the parking space adjacent to such meter is or is not in use. Each parking meter either automatically or Imanually operated shall be set to display upon deposit of a one cent coin or a five cent coin therein a sign indicating legal parking for Ithat period of time conforming to the limitation of parking time 1 which has been or may be established for that area or zone of the street on which said parking meter is installed and shall continue to operate from the time of the deposit of such coin therein until the expiration of the time fixed as the parking limit for the part h of the street upon which said meter is placed. Each said meter shall also be arranged that upon the expiration of such legal park- ing time it will indicate by a mechanical operation and by proper 1 signal that the lawful parking period has expired. Section ! : The Chief of Police is hereby instructed to have lines or marks painted or placed upon the curb and/or upon the street adjacent to each parking meter for the purpose of designating the parking space for which said meter is to be used and each vehicle parking alongside of or adjacent to any parking meter shall park within the lines or markings so established. It shall be un- lawful and in violation of this ordinance to park any vehicle across such lines or markings or to park said vehicle in such position that the same shall not be entirely within the area so designated 1 by such lines or markings. Section 5: When any vehicle shall be parked in any space alongside or`or next to which a parking meter is located and `1 in accordance with the provisions of this ordinance the operator of I said vehicle shall upon entering said parking space immediately ' deposit or cause to be deposited a 5 cent coin for the maximum legal parking time limit or a 1 cent coin for each one-fifth of the maximum limit of legal parking limit established for said zone, except in 12-minute zones only a one cent coin shall be deposited to the maximum legal parking time limit. It shall be the duty of the operator of said vehicle upon entering said parking space to further actuate the timing mechanism provided in either the auto- matic or manually operated parking meter in such a manner as to register his occupancy of the parking zone as evidenced by the number of coins deposited by said operator in the parking meter. If said vehicle shall remain parked in any such space beyond the parking time limit fixed for such parking space or beyond the shorter periods established by this section for which the lesser amount specified herein has been deposited the parking meter shall display a sign or signal showing illegal parking and in that event such vehicle shall be deemed to be parked overtime and beyond the time of legal parking time in any such part of the street wherein such meter is located and shall be unlawful and in violation of this ordinance. Section 6: It shall be unlawful for any person to per- mit a vehicle to remain parked overtime or beyond the legal parking time established for any legal parking zone as herein described. Section 7: It shall be unlawful and in violation of the provisions of this ordinance for any person to deposit or cause to be deposited in any parking meter a five cent coin or a one cent coin for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time which has been established for a parking space adjacent to which said parking meter is placed. 3
