M. .. t Section 8: It shall be the duty of each police officer assigned to traffic duty observing the violation of this ordinance to take the state vehicle license number of such vehicle, the time and date of such over-parking and the make of such vehicle, and issue in writing a citation for illegal parking in the form and subject to the same procedure provided for by the ordinances of the City of Everett applicable to traffic violation within said City. Section 9: Restrictions on parking as herein set forth and the requirements contained herein for the deposit of coins in parking meters shall not be effective on Sundays and the following holidays: tj January 1st, July 4th, First Monday in September, December 25th, and the day designated and set aside by the President of the United States as Thanksgiving Day. Section 10: It shall be unlawful and in violation of the provisions of this ordinance for any unauthorized person to deface, injure, open, tamper with or wilfully break, destroy oro impair the usefulness of any parking meter installed or maintained 1 under the provisions of this ordinance. Section 11 : It shall be unlawful and in violation of the provisions of this ordinance to deposit or cause to be deposited in any parking meter any slug, device or substitute for 1 lawful coin of the United States. Section 12: The coins required to be deposited in parking meters, as provided herein, are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets, and to cover the cost of supervision, installation, inspection, operation, maintenance, control and use of the parking spaces and parking meters described herein, and also it the cost of supervising and regulating the parking of vehicles in the parking meter zones created hereby. Section 13: The Parking Meter Department shall be under the jurisdiction and control of the Commissioner of Finance. All funds collected shall be delivered to the City Treasurer and shall by the City Treasurer be deposited to the General Current Expense Fund of the City of Everett. Section 14: Any person violating any of the provisions of this ordinance or any resolution adopted pursuant to this ordinance shall be deemed guilty of a misdemeanor, and upon con- viction thereof shall be punished by fine not to exceed $100.00 or by imprisonment in the City Jail not more than thirty days, or by both such fine and imprisonment. Section 15: An emergency is hereby declared to exist and this ordinance shall take effect upon its passage and publication. Section 16: That ordinance no.2951 be, and the same is hereby repealed.
