ORDINANCE NO. 3522 <br /> AN ORDINANCE amending Sections 23, 27, 93, 95, of Ordinance <br /> No. 3211, entitled: <br /> An Ordinance relating to and regulating traffic, travel, <br /> transportation and pedestrians and their incidents upon the <br /> streets, alleys and public ways of Everett, a municipal corporation; <br /> prescribing the rules of road for vehicular, pedestrian and <br /> other traffic upon such streets, alleys and public ways; pre- <br /> scribing the powers and duties of the officers and other per- <br /> sons in relation thereto; defining offenses, providing penalties, <br /> adopting certain portions of the motor vehicle laws of the <br /> State of Washi_lgton and existing amendments thereto; and re- <br /> pealing ordinance numbers 2318, 2734, 150, 2348, 2522, and <br /> 2612, all relating to traffic. <br /> and declaring an emergency to exist. <br /> NOW THEREFORE, THE CITY OFEVERETT DOES ORDAIN: <br /> Section 1: That Section 2.$ of Ordinance No. 3211 be, and it <br /> is hereby amended to read as follows: <br /> Section 23: OBEDIANCE TO; NO-TURN SIGN; TURNING MARKERS; STOP SIGNS; <br /> and YIELD RIGHT-OF-WAY SIGNS. <br /> (1) Whenever authorized signs are erected indicating that no <br /> right or left or "U" turn is permitted, no driver of a vehicle <br /> shall disobey the directions of any such sign, and when authorized <br /> marks, buttons, or other indications are placed indicating the <br /> course to travel by vehicles, no driver of a vehicle shall dis- <br /> obey the directions of such indications. <br /> (2) In order to provide safety at intersections on the public <br /> streets of the City of Everett, the Chief of Police or the Traffic <br /> Division of the Everett Police Department may require persons <br /> traveling upon any portion of such a street to stop before enter- <br /> ing the intersection. For this purpose there may be erected a <br /> standard stop sign as prescribed in the State of Washington <br /> "Manual on Uniform Traffic Control Devises for Streets and <br /> Highways." All persons traveling upon said streets or arterial <br /> highways within the corporate limits of said city shall come <br /> to a complete stop at such a sign and the appearance of any <br /> signs so located shall be sufficient warning to a person that <br /> he is required to stop. A person stopping at such a sign shall <br /> proceed through such portion of the street in a careful manner <br /> and at a reasonable rate of speed not to exceed _ten., miles <br /> per hour. It shall be unlawful to fail to comply with the <br /> directions of any such a stop sign: PROVIDED, That when the find- <br /> ings of the traffic Division of the Everett Police Department <br /> show that the condition of the intersection is such that vehicles <br /> may safely enter the major artery without stopping, then the Chief <br /> of Police or the Traffic Division of ,he Everett Police Department <br /> shall install and maintain a "field Right-of-Way" sign. <br /> The driver of a vehicle approaching a "Yield Right-of Way" sign <br /> shall reduce speed or stop if necessary in order to yield the right <br /> of way to all traffic on the intersecting street which is to close <br />
