Section 2: '.Ihat upon the annexation of the property hereinabove set forth said land thereof annexed shall become a part of Everett, a municipal corporation, and shall be subject to all its laws and ordinances then and thereafter in force; PROVIDED that no property within the limits of the annexed territory shall ever be taxed or assessed to pay any portion of any indebtedness of Everett contracted prior to or existing at the time of such annexation; nor shall any of the annexed property be released from any taxes or assessments levied against it or from liability for payment of outstanding bonds or warrants issued prior to such annexation.
