<br /> I Section 3: That the cost and expense of such improvement,
<br /> iincluding all necessary incidental expenses, shall be borne by and
<br /> assessed against the property included in the assessment district
<br /> I herein created in accordance with the special benefits conferred
<br /> 1 without regard to the zone and termini method of spreading assess-
<br /> II, ments. The City of Everett shall not be liable in any manner for
<br /> any portion of the costs and expenses of such improvement, except as
<br /> id provided by Chapter 141, Session Laws of 1923, or acts amendatory
<br /> thereto, and the ordinances of the City of Everett.
<br /> Section 4: That there is hereby established a Local
<br /> II Imgavement District to be known as Local Improvement District No.
<br /> , which district shall include the following described pro-
<br /> perty, to-wit:

<br /> Section 5: A special fund is hereby created to be called
<br /> Local Improvement 'istrict Fund No. 628 , which shall consist in
<br /> the aggregate of several amounts assessed, levied and collected on
<br /> the several lots, tracts and parcels of land in said local improve-
<br /> 1 ment district,
<br /> and the proceeds of the sale of the bonds in said
<br /> district, for the purpose of deZrayin.g the cost and expense of such
<br /> Ii improvement. Out of said fund shall be paid the bonds, the interest
<br /> I thereon, and the entire cost of such improvement.
<br /> Section 6: The costs and expenses of such improvement
<br /> shall be defrayed by special assessments payable in ten (10) equal
<br /> annual installments, with interest thereon at the rate of four (4)
<br /> 11 percent per annum under the mode of payment by bonds, as provided
<br /> law and the ordinances of said City. Bonds bearing interest at
<br /> the rate of four ( 4) percent per annum, payable on or before taelre
<br /> years from date of issue, shall be issued in payment of the costs
<br /> and exnenses of such improvement, or the City of Everett may, at
<br /> its election, sell said bonds and make payment in cash in the
<br /> manner provided by the ordinances of said City.
