The City Clerk shall, unless he has good reason to believe from the Chief of Police that such applicant is dishonest and that the applicant desires such license to enable him to practice some dishonest act, issue to said applicant a license upon the payment by the applicant of the license fee herein pro- vided for. If the City Clerk rejects an application for a license, the applicant shall have the right of appeal to the City Council of the City of Everett within thirty (30) days from the date of such rejection. Section 4: The license fee shall be the sum of Ten Dollars (410.00) per year. All licenses shall expire on the 31st day of December of each year, but may be renewed upon payment of annual license fee without necessit of making and paying application fee if renewed within twelve months of expiration. Section 5: Any photographer who shall use, or who shall furnish to any other person, firm or corporation to use any coupons, cards, tickets, or other devices, in, with or for the sale of goods, wares or merchandise, if said coupons, tickets, cards, or other similar devices shall entitle the purchaser receiving the same to procure from said photographer any goods, wares, or merchandise free of charge, or for less than the retail market price thereof upon the production of any number of said coupons, tickets, cards, or other similar devices, shall obtain from the Auditor of Snohomish County a license as required by R.C.W. 36.91s010-050. Section 6: The going in or to private residences by photo- graphers or their solicitors, not having been requested so to do by the owners or occupants of such residences, for the purpose of soliciting any kind of photographic work, or for the sale of any photograph or enlargement thereof, is hereby declared to be a nuis- ance and is hereby prohibited. Section 7: No license issued hereunder shall entitle the holder thereof to operate, conduct or maintain more than one photo- graphic studio, and each separate studio shall require a separate license. Section 8: Licenses issued under this ordinance shall not be transferrable to any other person. Section 9: The City Council of the City of Everett shall have the right to revoke any license issued hereunder for any violation of the provisions of this ordinance, and each license issued shall contain a reservation of such right. The revocation of any license shall not entitle the licensee to any refund of any portion of the license fee paid. Section 10: In case any section, paragraph or clause of this ordinance is held to be invalid, the remaining provisions of this ordinance shall continue in full force and effect, and shall be construed as though such invalid section, paragraph or clause has not been included herein.
