The City Clerk shall, unless he has good <br /> reason to believe from the Chief of Police that such applicant is <br /> dishonest and that the applicant desires such license to enable him <br /> to practice some dishonest act, issue to said applicant a license <br /> upon the payment by the applicant of the license fee herein pro- <br /> vided for. If the City Clerk rejects an application for a license, <br /> the applicant shall have the right of appeal to the City Council of <br /> the City of Everett within thirty (30) days from the date of such <br /> rejection. <br /> Section 4: The license fee shall be the sum of Ten Dollars <br /> (410.00) per year. All licenses shall expire on the 31st day of <br /> December of each year, but may be renewed upon payment of annual <br /> license fee without necessit of making and paying application fee <br /> if renewed within twelve months of expiration. <br /> Section 5: Any photographer who shall use, or who shall <br /> furnish to any other person, firm or corporation to use any coupons, <br /> cards, tickets, or other devices, in, with or for the sale of goods, <br /> wares or merchandise, if said coupons, tickets, cards, or other <br /> similar devices shall entitle the purchaser receiving the same to <br /> procure from said photographer any goods, wares, or merchandise free <br /> of charge, or for less than the retail market price thereof upon <br /> the production of any number of said coupons, tickets, cards, or <br /> other similar devices, shall obtain from the Auditor of Snohomish <br /> County a license as required by R.C.W. 36.91s010-050. <br /> Section 6: The going in or to private residences by photo- <br /> graphers or their solicitors, not having been requested so to do by <br /> the owners or occupants of such residences, for the purpose of <br /> soliciting any kind of photographic work, or for the sale of any <br /> photograph or enlargement thereof, is hereby declared to be a nuis- <br /> ance and is hereby prohibited. <br /> Section 7: No license issued hereunder shall entitle the <br /> holder thereof to operate, conduct or maintain more than one photo- <br /> graphic studio, and each separate studio shall require a separate <br /> license. <br /> Section 8: Licenses issued under this ordinance shall not <br /> be transferrable to any other person. <br /> Section 9: The City Council of the City of Everett shall <br /> have the right to revoke any license issued hereunder for any <br /> violation of the provisions of this ordinance, and each license <br /> issued shall contain a reservation of such right. The revocation of <br /> any license shall not entitle the licensee to any refund of any <br /> portion of the license fee paid. <br /> Section 10: In case any section, paragraph or clause of <br /> this ordinance is held to be invalid, the remaining provisions of <br /> this ordinance shall continue in full force and effect, and shall <br /> be construed as though such invalid section, paragraph or clause <br /> has not been included herein. <br /> Section 11: Any person, firm or corporation violating any <br /> of the provisions of this ordinance shall be deemed guilty of a <br />
