<br /> of the necessary surface drainage, the construction
<br /> or reconstruction, where necessary, of all sewers,
<br /> side sewers, water mains and hydrants with necessary
<br /> appurtenances, by such grading or regrading as may
<br /> be necessary in connection therewith, the sidewalk and
<br /> curb to be placed so as to provide a street forty (40)
<br /> feet wide from curb to curb.
<br /> all according to the plans and specifications of the City Engineer
<br /> and which plans and specifications are hereby adopted and approved.
<br /> Section 2: That the cost and expenses of such improve-
<br /> ment, including all necessary incidental expenses, shall be borne
<br /> by and assessed against the property included in the assessment
<br /> district herein created in accordance with law. The City of Everett
<br /> shall not be liable in any manner for any portion of the costs and
<br /> expenses of such improvement except as provided by Chapter 141,
<br /> Session Laws of 1923, or acts amendatory thereto and the ordinances
<br /> of the City of Everett.
<br /> Section 3: That there is hereby established a local
<br /> improvement district to be known as "Local Improvement District
<br /> No, `°% ", which district shall include the following described
<br /> property located in Everett, Snohomish County, Washington, to-wit:

<br /> in the Plat of Legion Park Add. to Everett.

<br /> Lots 24 to 48, inc. , Bik. 130, Legion Park Add. to Everett.
<br /> Lots 27 to 31, inc. , Elk. 137, Legion Park Add. to Everett.
<br /> Lots 1 to 4, inc. , Blk. 137, Plat of First Add. to Legion Park.
<br /> Lots 1 to 4, inc. , Bik. 138, Plat of First Add. to Legion Park.

<br /> on the several lots, tracts, and parcels of land in said local
<br /> improvement district and the proceeds of the sale of the bonds in
<br /> said district for the purpose of defraying the costs and expenses of
