in manufactured products such as ice, canned goods, beverages and <br /> the like and the person in control provides proof of this fact and <br /> installs a meter or other measuring device approved by the Com- <br /> missioner of Public `forks to measure the amount of water so used <br /> or lost, no charge shall be made for sewage because of water so used <br /> or lost. <br /> Section 11: BILLINGS AND COLLECTIONS. All bill for <br /> sewage disposal service as set forth herein shall be rendered month- <br /> ly and shall become due and payable at the office of the City <br /> Treasurer on or before the 10th day of each month and shall become <br /> delinquent thereafter. <br /> Any charge for sewage disposal service not paid by the <br /> 10th day of each month as herein provided shall immediately become <br /> a lien upon the property to which such sewage service is rendered, <br /> • <br /> superior to all other liens or encumbrances, except those for <br /> general taxes and special assessments. <br /> Any charge for a connection to a sewer system made by <br /> the City upon which a warrant shall be issued as provided in Section <br /> 3 hereof shall become delinquent, shall bear interest at the rate <br /> of eight percent (8%) per annum from the date of delinquency until <br /> paid, and shall immediately become a lien upon the property with <br /> which such connection is made, superior to all other liens or <br /> encumbrances except those for general taxes and special assessments. <br /> Such liens may be foreclosed by the City in the manner <br /> • <br /> provided by law for the enforcement of the same and for delinquent <br /> sewerage service charges. As an additional and concurrent method <br /> of enforcing the lien herein provided, the City may cut off the <br /> water service from the premises to which such sewage disposal service <br /> was furnished, and such water service shall remain cut off until <br /> all such charges, plus penalties and interest thereon, together <br /> with an additional sum of p2.00 for turning the water on, shall <br /> have been paid. <br />
