AN ORDINANCE relating to the licensing and supervision <br /> s of "Pieces of Refugee; defining terms ; describing the duties of <br /> officers in connection therewith; fixing fees; providing for appeal 1 <br /> from certain decisions ; defining offenses ; and providing penalties; <br /> repealing Ordinance No. 3031 of the City of Everett, and declaring <br /> an 'emergency. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: The torn "Place of Refuge" when used in this <br /> Ordinance shall mean any hospital, asylum, alms house, building or <br /> dwelling for housing the aged, infirm, imbeciles,, children or de- <br /> linquents, wherein three or more persons, not related by blood or <br /> marriage to the householder, owner, operator or manager thereof, <br /> are !od ed or boarded more than fifteen (15) days in any calendar <br /> month; P, OVIDED, that the term shall not include any hospital <br /> approved by the American College of Surgeons or the American College <br /> of 'hysicians, or any State Institution. A place of refuge shall <br /> not include 7 defined S`r 13. 51. 010. <br /> ncyude a nursing ho.,.e �..�� by it.i,. ,.�. <br /> Section 2: No person, firm or corporation shall main- <br /> tain any Place of Refuge without applying for, and receiving from <br /> the City Council of the City of Everett a license for the operation ; <br /> of such Place of Refuge. Such license shall be issued annually <br /> on or before July 1st of each calendar year, and shall expire on <br /> June 30th of each year; the fee for such license shall be Two <br /> Dollars ( 2.00) each year. <br /> Section 3: The City Council of the City of Everett shall; <br /> t have authority to grant any license to any Place of Refuge, but <br /> said license shall be issued only after proper inspection and a <br /> written report by the City health Officer and Fire Chief of the <br /> C _ty of Everett of the premises where said Place of Refuge is to <br /> be operated. <br /> Section 4: The City Council shall, have the right to <br /> deny or revoke a license to any Place of Refuge if upon Inspection <br /> thereof it is found that the Place of Refuge is unsanitary or in <br /> an unsafe condition as relates to health or fire hazards, or <br /> operated in violation of this Ordinance; PROVIDILD, that the City <br /> i' Council shall promptly notify the owner, operator, or manager of <br /> such Place of Refuge as to the manner in which the pre . ices may <br /> qualify for a license and set forth the conditions to be remedied <br /> previous to such licensing, renewal. or revocation. <br /> Section 5: The said Places of Refuge shall comply with <br /> !' Chapter 13 requirements for Croup H buildings of the Building Code <br /> of the City of Everett. <br /> Section 6: Every Place of Refuge shall comply with the <br /> following minimum requirements : <br /> 13 All steps shall have a firm guard rail, and all <br /> walks shall be in good condition. <br /> The interior of the house shall be kept clean and <br /> sanitary at all times. Rodents and insect nuisances must be <br /> eliminated when found. Rooms shall be homelike and attractive. <br /> -1- <br />
