AN ORDINANCE relating to the licensing and supervision s of "Pieces of Refugee; defining terms ; describing the duties of officers in connection therewith; fixing fees; providing for appeal 1 from certain decisions ; defining offenses ; and providing penalties; repealing Ordinance No. 3031 of the City of Everett, and declaring an 'emergency. THE CITY OF EVERETT DOES ORDAIN: Section 1: The torn "Place of Refuge" when used in this Ordinance shall mean any hospital, asylum, alms house, building or dwelling for housing the aged, infirm, imbeciles,, children or de- linquents, wherein three or more persons, not related by blood or marriage to the householder, owner, operator or manager thereof, are !od ed or boarded more than fifteen (15) days in any calendar month; P, OVIDED, that the term shall not include any hospital approved by the American College of Surgeons or the American College of 'hysicians, or any State Institution. Section 2: No person, firm or corporation shall main- tain any Place of Refuge without applying for, and receiving from the City Council of the City of Everett a license for the operation ; of such Place of Refuge. Such license shall be issued annually on or before July 1st of each calendar year, and shall expire on June 30th of each year; the fee for such license shall be Two Dollars ( 2.00) each year. Section 3: The City Council of the City of Everett shall; t have authority to grant any license to any Place of Refuge, but said license shall be issued only after proper inspection and a written report by the City health Officer and Fire Chief of the C _ty of Everett of the premises where said Place of Refuge is to be operated. Section 4: The City Council shall, have the right to deny or revoke a license to any Place of Refuge if upon Inspection thereof it is found that the Place of Refuge is unsanitary or in an unsafe condition as relates to health or fire hazards, or operated in violation of this Ordinance; PROVIDILD, that the City i' Council shall promptly notify the owner, operator, or manager of such Place of Refuge as to the manner in which the pre . ices may qualify for a license and set forth the conditions to be remedied previous to such licensing, renewal. or revocation. Section 5: The said Places of Refuge shall comply with !' Chapter 13 requirements for Croup H buildings of the Building Code of the City of Everett. Section 6: Every Place of Refuge shall comply with the following minimum requirements : 13 All steps shall have a firm guard rail, and all walks shall be in good condition. The interior of the house shall be kept clean and sanitary at all times. Rodents and insect nuisances must be eliminated when found. Rooms shall be homelike and attractive. -1-
