ORDINANCE NO. 3370 <br /> AN ORDINANCE relating to the Police Department, providing for <br /> the appointment, and prescribing the duties and term of office, of <br /> Special Policemen; prohibiting the unauthorized use or possession of <br /> Special Police badges, uniforms or similitude thereof; defining <br /> offenses; prescribing penalties. <br /> NOR, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: The City Council shall appoint from time to time <br /> and in accordance with the provisions of the City Charter and of <br /> this ordinance such number of Special Policemen as they shall deem <br /> necessary, and who shall serve in such office without compensation <br /> from the city; provided, that the number of Special Policemen acting <br /> pursuant to such appointment shall not at any one time exceed <br /> seventy-five (75). <br /> Section 2: No person who-- <br /> (a) Is not a citizen of the United States; <br /> (b) Is not a resident of the City of Everett; <br /> (c) Is not trustworthy and of good moral character; <br /> (d) Has ever been convicted of a felony or any <br /> offense involving moral turpitude; <br /> (e) Has failed to fulfill requirements of Reserve <br /> Training Program. <br /> shall be eligible for appointment as a Special Policeman. No Spec- <br /> ial Policeman shall be considered an employee of the City of Everett <br /> for any purpose, nor entitled to the benefits of the Police Pension <br /> Fund Act (Rem. Rev. Stat. , sec. 9579, et seq. ) <br /> Section 3: Any person desiring appointment as a Special <br /> Policeman shall file with the Commissioner of Public Safety, upon a <br /> form to be supplied by him, an application similar to those required <br /> by the Commissioner of Public Safety of applicants for the position <br /> of Police Patrolman. He shall, in such application, give the inform- <br /> ation required, shall sign the same and by affidavit shall swear or <br /> affirm that the statements and answers therein contained are true to <br /> the best of his knowledge and belief. Such application shall be <br /> accompanied by the statements of at least three (3) reputable citizens, <br /> not related to, or present employers of, the aD plicant, attesting <br /> to his trustworthiness and good moral character. The applicant <br /> shall also in the manner and at the time and place desired by the <br /> Commissioner of Public Safety make an imprint of the thumbs and <br /> fingers of both hands. <br /> If the Commissioner of Public Safety, from said application <br /> or upon investigation, determines that the applicant is eligible <br /> under the provisions of the Charter ana this ordinance to appointment <br /> as Special Policeman, he shall so certify to the City Council; <br /> otherwise he shall disapprove the application. <br /> Section 4: Upon receiving the certificate from the Commission- <br /> er of Public Safety as provided in Section 3 hereof, and upon pay- <br /> ment by the applicant to the Chief of Police of the sum of Five <br /> Dollars (45.O0) as a deposit to be held until return of the badge <br /> as hereinafter provided, the City Council may, in its discretion, <br /> appoint the applicant as a Special Policeman under the provisions of <br /> this ordinance, but the number of persons appointed and acting at any <br /> one time as Special Policemen shall never exceed the number fixed <br /> in Section 1 hereof.
