The City shall pave Norton Avenue between Hewitt Avenue and Pacific Avenue, providing a 4-lane paved arterial highway following the alignment of Norton and. Grand Avenues between 35th and 41st Streets, and shall pave Grand Avenue to a full 4-lane width from 41st Street south to and including the necessary connection with U. S. Highway 99. 4. 19th BTRE V. The City shall pave 19th Street to full 4-lane width between Broadway and Summit Avenue provided that the State Highway Department improves 19th Street between Rucker Avenue and Broadway so as to provide a 4-lane artery. 5. EVERETT AVENUE. The City shall pave Everett Avenue to full width between Rucker Avenue and Norton Avenue, shall pave the central islands on Everett Avenue between Broadway and 14alnut Street, and shall pave the unpaved margins of Everett Avenue from Walnut Street to Summit Street. 6.
