• - • Section 19: STREET DEPARTMENT There shall be the following named officers and assistants in the Street Department, to-wit: One Superintendent; One Clerk; One Auto Repairman; One Assistant Auto Repairman; Four Foremen; Nine Truck Drivers; One Crusherman; One Donkeyman and Equipment Operator; Two -ulldozer Operations; Two Gradermen; One Yardman; One NightWatchman; One or more Utility Laborers; and One or more Day Laborers. Said officers, assistants and employees shall perform the duties pertaining to such office as indicated by the name of their respective employments, and such other duties as the Superintenden of Streets or Commissioner of Public Works shall, from time to time, authorize and direct. Section 20: WATER DEPARTMENT There shall be the following named officers, assistants and employees in the Water Department of the City of Everett, to-wit: One Superintendent; One Assistant Superintendent; One Distribution System Foreman; One Chief Clerk; One Clerk; One Accountant ; Four Water Control Station Operators; One Headworks Operator; Two Senior Engineering Aides; One Engineering Aide; One or more Foremen; One Welder; One Welder' s Helper; One Blacksmith; One Blacksmith' s Helper; One Inspector; One Assistant Inspector; One or more Heavy Equipment Operators; One or more Truck Drivers; One Machinist; One Auto Repairman; One Assistant Auto Repairman; One or more Servicemen; One or more Service- men Helpers; Two Meter Repairmen; One Carpenter; One or more Utility Laborers; One Senior Engineer; One or more Day Laborers; Four Radio Technicians (part time). The Superintendent shall be in general charge and have supervision of the cater Department. The other officers, assistants and employees shall perform such duties as pertain to the nature of their office and as authorized and directed by the Superintende t df the Water System and Commissioner of Public Works. Section 21: It is the purpose of this Ordinance to fix the number and description of the permanent assistants, deputies and employees in the various offices of the City of Everett, and nothing herein contained shall be construed so as to prevent the various officers and various heads of the Department of the City of Everett from employing, with the consent of the City Council, such additional employees, as, from time to time, may be necessary in the proper discharge of the duties of such officers, or from discontinuing such temporary employees when the necessity therefor has ceased to exist. Section 22: The appointment of all employees in all Departments, where required by the City Charter, shall be made subject to Civil Service regulations of the City of Everett; PROVIDED, in event vacancies occur and there is no eligibility lis • from which said vacancy may be filled, temporary appointment may be made of persons without Civil Service standing.
