• northwesterly along the northeasterly line of Lots 4 and 5 of said Replat to an intersection with a line 90 ft. northerly of and parallel to the southerly line of Lots 5, 6 and 7 of Replat of Lots 15 to 1`2, incl. , Blk. 132, end Lots 24 and 25, Blk. 133, Bayview Add. , and Lots 1 to 7, incl. , Blk. 131, Grandview Add, to Everett; th westerly along said line 90 ft. distant from and parallel to the southerly line of said Lots 5, 6 and 7 to an intersection with the center line of the block lying between the easterly line of Norton Ave. Ext. and the westerly line of Maulsby Lane, as platted, in Elk. 133, Bayview Add. ; th southerly along said center line to a point of intersection with the southerly line of Lot 4, Blk. 133, Bayview Add. ; th easterly along the southerly line of said Lot 4, to the southeasterly corner thereof; th northeasterly along the northwesterly line of Alverson Blvd. , ext. to the point of beginning. Section 4: A special fund is hereby created to be called "Local improvement Fund No. 620", which shall consist in the aggregate of the several amounts assessed, levied, and col- lected on the several lots, tracts, and parcels of land in said local improvement district and the proceeds of the sale of the bonds in said district for the purpose of defraying the costs and expenses of such improvement. Out of said fund shall be paid the bonds, the interest thereon, and the entire cost of such improve- ment. Section 5: The costs and expenses of such improvement shall be defrayed by special assessment payable in ten (10) equal annual installments, with interest thereon at the rate of four percent (4%) per annum, under the mode of payment by bonds as provided by law and the ordinances of the City of Everett. Bonds bearing interest at the rate of four percent (4%) per annuga, payable on or before twelve (12) years from date of issue, shall be issued in payment of the costs and expenses of such improve- ment, or the City of Everett may, at its election, sell said bonds end make payment in cash in the manner provided by the ordinances of said city. Section 6: The assessments shall be made against the property in the district in accordance with special benefits it will derive from the improvement without regard to the zone and termini method of spreading assessments as provided for by Rem.
