Section 2: That the cost and expenses of such improve- <br /> ment, including all necessary incidental expenses, shall be <br /> borne by and assessed against the property included in the <br /> assessment district herein created in accordance with law. The <br /> City of Everett shall not be liable in any manner for any <br /> portion of the costs and expenses of such improvement except as <br /> provided by Chapter 141, Session Laws of 1923, or acts amend- <br /> atory thereto and the ordinances of the City of Everett. <br /> Section 3: That there is hereby established a local im- <br /> provement district to be known as `Local Improvement District <br /> No. 612 " which district shall include the following des- <br /> cribed property located in Everett, Snohomish County, VVashington, <br /> to-wit: <br /> That part of Lots 43 to 53, inc. Block 15, Central <br /> Park Addition to Everett lying west of the follow- <br /> ing described line: Beginning at th.e northwest <br /> corner of Lot 53, Block 15, Central Park Addition <br /> to Everett as now located by 10 ft. vacation line on <br /> the east side of idermont Place; thence east along <br /> the north line of said Lot 53 to a point equidistant <br /> between the east line of l Termont Place and the west <br /> line of Rucker Ave. , the true point of beginning; <br /> thence southerly along a line equidistant between <br /> the east line of ilermont Place and the west line of <br /> Rucker Ave. to an intersection with a line 90 ft. <br /> easterly of and parallel to the east line of B. ermont <br /> Place; thence southerly along said line 90 ft. <br /> easterly of and parallel to the east line of idermont <br /> Place to the north line of 48th St. <br /> Lots 34 to 41, inc. Elk. 15, Central Park Add. to <br /> Everett. <br /> Lots 16 to 22, inc. Blk. 17, Central Park Add. to <br /> Everett. <br /> Lots 23 to 30, inc. Blk. 17, Central Park Add. to <br /> Everett and that portion of Lots 31 & 32 lying <br /> within the south half of Blk. 17, Central Park <br /> Add. to Everett. <br /> Block 18, Central Park Add. to Everett. <br /> Block 19, Central Park Add. to Everett. <br /> Lots 51 to 129, inc. Plat of Claremont Heights. <br /> Section 4: A special fund is hereby created to be called <br /> "Local Improvement Fund No. 612 ", which shall consist in the <br /> aggregate of the several amounts assessed, levied, and collected <br /> on the several lots, tracts, and parcels of land in said local <br /> improvement district and the proceeds of the sale of the bonds in <br /> said district for the purpose of defraying the costs and expenses <br /> of such improvement. Out of said fund shall be paid the bonds, <br /> the interest thereon, and the entire cost of such improvement. <br /> Section 5: The costs and expenses of such improvement <br /> shall be defrayed by special assessment payable on ten (10) equal <br /> annual installments, with interest thereon at the rate of four <br /> (4%) percent per annum, under the mode of payment by bonds as <br />
