ORDINANCE NO . 3290. <br /> An ordinance providing for the improvement of Leonard <br /> Drive from Baker Ave . to Walnut St. by paving with a portland <br /> cement concrete pavement with integral curbs and including as a <br /> part of said work the construction or reconstruction of all sewer- ; <br /> side sewers; water mains and hydrants with the necessary appur- <br /> tances; the construction or reconstruction of concrete sidewalks <br /> where necessary; providing for the necessary surface drainae ; by <br /> such grading or regrading as may be necessary and doing such () the . <br /> woork as may be necessary in connection therewith to make a com- <br /> plete improvement, in accordance with a petition signed by the <br /> owners of more than seventy-five (7 ) per cent of the lineal <br /> frontage and seventy-five (75%) per cent of the area within the <br /> proposed district, petitioning for said improvement and requesting <br /> that the limits of the assessment be raised to not more than two <br /> times the assessed valuation; creating a local improvement dis- <br /> trict; creating a local improvement district fund therefor; pro- <br /> viding that fifty (50%) per cent of the cost of that portion of <br /> the improvement involving grading, construction of surfacing and <br /> pavement, and engineering expense shall be paid by funds from the <br /> Washington State Development Board, and the balance of the cost o <br /> said improvement shall be borne by and assessed against the pro- <br /> perty liable therefor in said district under the mode of payment <br /> by bonds. <br /> WHEREAS, there has been heretofore filed with the City <br /> Council of the City of Everett a petition signed by the owners of <br /> more than seventy-five (75;0 per cent of the lineal frontage and <br /> seventy-five (75%) per cent of the area within the proposed <br /> district, petitioning for said improvement, and reouesting that <br /> the limits of the assessment be raised to not more than two times <br /> the assessed valuation, and upon examination thereof the City <br /> Council has found the things set forth therein to be true, and <br /> WHEREAS, the Commissioner of Public works has recom- <br /> mended to the City of Everett that said improvement petitioned <br /> for be made, and it appearing to the City Council that the public <br /> health, convenience and necessity reeuire Gnat such improvement <br /> be made. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : That Leonard Drive from Baker Ave. to <br /> Walnut Si-. by paving with a portland cement concrete pavement <br /> with integral curbs and including as a part of said work the con- <br /> struction or reconstruction of all sewers; side sewers; water <br /> mains and hydrants with the necessary appurtenances ; the con- <br /> struction or reconstruction of concrete sidewalks where necessary, <br /> providing for the necessary surface drainage; by such grading or <br /> regrading as may be necessary and doing such other work as may be <br /> necessary in connection therewith to make a complete improvement, <br /> all according to the plans and specifications prepared under the <br /> direction of the City Engineer, and which plans and specifica- <br /> tions are hereby adopted and approved. <br />
