ORDINANCE NO . 3290. An ordinance providing for the improvement of Leonard Drive from Baker Ave . to Walnut St. by paving with a portland cement concrete pavement with integral curbs and including as a part of said work the construction or reconstruction of all sewer- ; side sewers; water mains and hydrants with the necessary appur- tances; the construction or reconstruction of concrete sidewalks where necessary; providing for the necessary surface drainae ; by such grading or regrading as may be necessary and doing such () the . woork as may be necessary in connection therewith to make a com- plete improvement, in accordance with a petition signed by the owners of more than seventy-five (7 ) per cent of the lineal frontage and seventy-five (75%) per cent of the area within the proposed district, petitioning for said improvement and requesting that the limits of the assessment be raised to not more than two times the assessed valuation; creating a local improvement dis- trict; creating a local improvement district fund therefor; pro- viding that fifty (50%) per cent of the cost of that portion of the improvement involving grading, construction of surfacing and pavement, and engineering expense shall be paid by funds from the Washington State Development Board, and the balance of the cost o said improvement shall be borne by and assessed against the pro- perty liable therefor in said district under the mode of payment by bonds. WHEREAS, there has been heretofore filed with the City Council of the City of Everett a petition signed by the owners of more than seventy-five (75;0 per cent of the lineal frontage and seventy-five (75%) per cent of the area within the proposed district, petitioning for said improvement, and reouesting that the limits of the assessment be raised to not more than two times the assessed valuation, and upon examination thereof the City Council has found the things set forth therein to be true, and WHEREAS, the Commissioner of Public works has recom- mended to the City of Everett that said improvement petitioned for be made, and it appearing to the City Council that the public health, convenience and necessity reeuire Gnat such improvement be made. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1 : That Leonard Drive from Baker Ave. to Walnut Si-. by paving with a portland cement concrete pavement with integral curbs and including as a part of said work the con- struction or reconstruction of all sewers; side sewers; water mains and hydrants with the necessary appurtenances ; the con- struction or reconstruction of concrete sidewalks where necessary, providing for the necessary surface drainage; by such grading or regrading as may be necessary and doing such other work as may be necessary in connection therewith to make a complete improvement, all according to the plans and specifications prepared under the direction of the City Engineer, and which plans and specifica- tions are hereby adopted and approved.
