Section 2 : That the cost and expenses of such improve- ment, including all necessary and incidental expenses, shall be borne as follows.: Fifty (50%) per cent of the cost of that portion of the improvement involving grading, construction of surfacing and pavement and engineering expense shall be paid by funds from the Washington State Development Board, the remaining cost of said improvement shall be borne by and assessed against the property liable therefor in the district herein created in accordance with law. The City of Eterett shall not be liable in any manner for any portion of the costs and expenses of such improvements except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3 : That the limits of the assessment against the property included in this improvement shall not exceed two times the assessed valuation all in accordance with the petition. ~ Section That there is hereby established a local improvement district to be known as "Local Improvement District No. 614 , " which district shall include the following des- cribed property located in Everett, Snohomish County, Washington, to-wit: Lots 11 to 20, incl. Blk. 413 tt It tt It It It N 14' of Lot 27, 31k. 413 tt ft It tt it If Section 5 : A special fund is hereby created to be called "Local Improvement District Fund No. 614 , tt which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots, tracts and parcels of land in said local improvement district and the proceeds of the sale of the bonds in said district for the purpose of defraying the cost and expenses of such improvement. Out of said fund shall be paid the bonds, the interest thereon and the entire cost of such im- provement, except the amount to be paid by funds from the Wash- ington State Development Board. Section 6: The costs and expenses of such improvement to be assessed against the owners of the property within said district as set forth in Section 2 of this ordinance shall be defrayed by special assessment, payable in ten equal annual installments, with interest thereon at the rate of four (L ) per cent per annum, under the mode of payment by bonds as provided -2—
